Construction of underground transmission lines affects people's lives

The construction unit of the underground transmission line construction project on the road in Buon Ma Thuot ward (Dak Lak province) has not yet complied with regulations on technical infrastructure, traffic safety, and urban aesthetics, affecting people's lives.

In May 2025, the People's Committee of Buon Ma Thuot City (old) granted Construction Permit No. 02/GPTC to Viettel Dak Lak - Branch of the Military Industry - Telecommunications Group to dig the sidewalk to construct an underground transmission line on some sections of Le Thanh Tong and Phan Boi Chau streets (belonging to Buon Ma Thuot City (old), now Buon Ma Thuot Ward) to serve communications in the area. On August 15, 2025, the People's Committee of Buon Ma Thuot Ward agreed to extend the construction permit for this unit for another 60 days to complete and restore the sidewalk to its original state on Le Thanh Tong Street and another 60 days to complete the project on Phan Boi Chau Street.

In recent days, when constructing this project on Phan Boi Chau Street, the construction unit did not comply with the regulations on technical infrastructure, causing the underground power system to be unsafe. In particular, on September 20, while drilling and digging the sidewalk, workers affected the underground power system of a state agency, causing a power outage throughout the system, affecting the operation of this agency. The repair process of the construction unit was also not guaranteed, by noon on September 23, the power system at this agency had not been repaired.

Many residents living on Phan Boi Chau Street (Buon Ma Thuot Ward) have also reported that the construction of the underground transmission line has caused many problems, affecting their lives.

In the past few days, workers have dug nearly 10 holes on the sidewalk of this road. Although the holes are deep and prone to collapse due to rain, the construction unit has barricaded, stretched ropes, and covered them carelessly, which is extremely dangerous for vehicles and pedestrians.

Mr. NHN (a resident on Phan Boi Chau Street, Buon Ma Thuot Ward) was upset: The construction unit was working during the rainy season, digging up the road surface, causing loss of aesthetics and environmental sanitation. Some holes were more than 2 meters deep but the temporary barriers were very dangerous for pedestrians, especially at night. Some deep holes were located near schools, with a high risk of accidents and injuries to students.

Ms. NTH (owner of a beverage business on Phan Boi Chau Street, Buon Ma Thuot Ward) shared that the construction unit has been digging up soil from the sidewalk and piling it up for nearly 2 weeks in the area in front of her house. The layer of red soil has been flowing with rainwater onto the street and into her house, making her family's business difficult. The workers only used a thin layer of tarpaulin to cover the mouth of the hole, which is very dangerous. Children playing in this area are prone to accidents.

Mr. Nguyen Thanh Vu, Chairman of Buon Ma Thuot Ward People's Committee, said that he will direct the authorities to inspect and handle the case according to regulations; at the same time, there will be solutions to ensure technical infrastructure, traffic safety, and avoid construction affecting people's lives.

Mr. Huynh Dinh, Technical Supervisor of Hoang Kim Phat Construction Service Trading Company Limited - the construction unit of the underground transmission line construction project on some roads in Buon Ma Thuot ward, said that this project started in 2024 but the construction documents were not completed until May 2025, so it fell into the rainy season. It has been raining in the past few days, so the construction workers could not ensure the safety of technical infrastructure, traffic safety and caused loss of urban beauty.

A representative of Viettel Dak Lak said that the unit has learned of a number of violations by the construction unit in the underground transmission line construction project on a number of roads in Buon Ma Thuot ward. On the afternoon of September 23, Viettel Dak Lak will work with the construction unit to rectify the violations and fix them on September 24; if they still do not comply, a record will be made to suspend the construction and replace the new construction unit.
