No need to present household registration book when doing insurance procedures

When processing administrative records, local social insurance agencies are not allowed to ask people to present household registration books, temporary residence papers, or additional documents beyond the regulations.

The request was stated by Vietnam Social Security in a document sent to local vertical sectors on December 8, when handling public services in the field, such as collecting social insurance, health insurance, unemployment insurance, work accident insurance, occupational diseases, issuing social insurance books, health insurance cards. The one-stop shop widely informs people, and is not allowed to request additional documents beyond the regulations.

Vietnam Social Security has completed the connection to the national population database to serve the lookup and verification of people's information. Citizen information that needs to be authenticated will be looked up from the National Population Database on the industry's software; VneID or chip-embedded citizen identification card. In case the lookup using the above three methods fails to authenticate the data, people must submit copies or documents proving their residential information to comply with regulations.

From the beginning of 2023, people will not need to present their household registration books when doing procedures, such as: job creation support; health insurance; support for students and general schools in communes and villages with special difficulties; preschool education development; tuition fee management for public educational institutions; tuition fee exemption and reduction, support for learning costs; service prices in the fields of education and training; electricity; housing; land; health care...

When carrying out procedures in the above fields, people only need to present one of the following documents: Citizen identification card, identity card, document confirming information on residence (document recording information on residence issued by a competent authority), personal identification number notification, information in the National Population Database.
