Celebrating Vietnam Education Promotion Day October 2: Building the foundation for a learning society

On the occasion of Vietnam's Education Promotion Day October 2, reporters of Khanh Hoa Newspaper, Radio and Television had an interview with Dr. Tran Quang Man - Chairman of Khanh Hoa Province's Education Promotion Association about the outstanding results in the movement to promote education, encourage talents, and build a learning society in the province in recent times and development orientation in the new period.

- Can you tell us about the outstanding results in the work of promoting learning, promoting talents, and building a learning society in the province in recent times?

- Khanh Hoa is considered one of the leading localities in the country in the movement to encourage learning, encourage talents, and build a learning society. The most prominent point is that the Provincial Association for Learning Promotion has built and developed a widespread organization at the grassroots level, from villages, residential groups, clans, agencies, units, enterprises, armed forces, schools, creating a foundation to spread the movement to encourage learning from mountainous areas, rural areas to urban areas. This is demonstrated through the development of learning models that exceed the set targets such as: The rate of learning citizens reaches 54.18%; learning families reach 82.1%; learning clans reach 80.3%; learning communities reach 95.6%; learning units reach 96%.

Since the end of 2024, the provincial Association for Promotion of Education at all levels and units under the Provincial Association for Promotion of Education have mobilized more than 10.7 billion VND, thereby awarding more than 37,000 scholarships and prizes with a total value of nearly 9.7 billion VND to students and teachers. The Khanh Hoa Fund for Promotion of Education and Talents alone has awarded more than 1,000 scholarships worth more than 1.3 billion VND. This is not only material support, but also a source of spiritual encouragement to give students more determination to overcome difficulties and excel in their studies. That also demonstrates the consensus and cooperation of the whole society in taking care of education, creating conditions for people to have lifelong learning opportunities.

- In the new context with requirements for digital transformation, green growth and implementation of "Digital Education for All", what key tasks and solutions does the Provincial Association for Promotion of Education identify to further develop the movement of promoting learning, promoting talents, and building a learning society, sir?

- The Provincial Association for Promotion of Education has identified three key tasks. First, continue to consolidate and perfect the organization of the association at all levels in accordance with the 2-level local apparatus model, ensuring a team of qualified cadres to be the core in the movement to promote education and talent. Second, effectively deploy five learning models: Learning citizens, learning families, learning clans, learning communities, learning units, in which learning citizens are the core. Third, mobilize more strongly social resources for the work of promoting education and talent.

A consistent lesson that the Provincial Association for Promotion of Education has drawn from the process of building and developing the movement to promote learning, encourage talents, and build a learning society is to promote the role and participation of the entire political system to create unity and high consensus, build a solid foundation, and effectively decide the movement. In particular, it is necessary to highlight the responsibility of leaders in party organizations, the government, the Fatherland Front, socio-political organizations, mass organizations, and the exemplary role of cadres and party members. Each cadre, party member, businessman, intellectual... must strive to become a learning citizen; each family of cadres and party members must strive to become a learning family; each agency, unit, enterprise, school... is a learning unit; each community is a learning community. The criteria for learning citizens will be updated and developed in accordance with the trend of digital transformation and green growth, along with upgrading management tools and software to evaluate learning citizens.

The consolidation and improvement of the Steering Committee for universal education , illiteracy eradication and building a learning society at all levels after the merger of the province and the implementation of the 2-level local apparatus are considered important premises for the successful construction of a learning society in the province. In addition, it is necessary to increase investment in the activities of the learning promotion association, especially the grassroots learning promotion organization in terms of human resources, finance and facilities; have measures to commend and reward outstanding individuals and organizations in implementing the models; focus on consolidating and increasing resources for communal-level community learning centers as the core in implementing the construction of a learning society.
