Checking the implementation of educational management under the two-level local government model

From September 15 to 18, the Department of Education and Training established working groups to inspect the implementation of state management tasks on education in a number of communes and wards in the province. This activity aims to assess the current situation of implementing the two-level local government model after implementing Decree No. 142/2025/ND-CP and Decree No. 143/2025/ND-CP of the Ministry of Education and Training on decentralization and delegation of authority in state management on education.

The leaders of An Tuong Ward People's Committee reported on the implementation of state management tasks on education in the ward.

The inspection team of the Department of Education and Training is organized into 8 groups led by Mr. Vu Dinh Hung, Director of the Department of Education and Training. The members include deputy directors, leaders and specialists of the departments under the Department. The teams will work directly with the People's Committees of communes and wards with diverse organizational structures or outstanding initiatives and methods in the implementation process.

According to plan No. 28/KH-SGDĐT, the inspection will focus on evaluating the results achieved, the difficulties and problems that arise, especially the contents of organizational structure, task assignment, personnel arrangement and management of public service units. Thereby, the Department of Education and Training will propose to competent authorities to adjust and supplement, to ensure synchronous implementation and suitability with the actual situation of the locality and the province.

During the working process, the inspection team will review records and documents, and organize discussions and exchanges with leaders at all levels, experts from departments and offices of the People's Committees of the inspected communes and wards. The goal is to grasp the results of handling difficulties and problems under the authority of the commune and ward levels, and at the same time record recommendations and proposals from implementation practices.

This is an important activity demonstrating the initiative of the Department of Education and Training in managing and operating the education sector, ensuring that decentralization and delegation of authority are implemented effectively and in accordance with reality. From there, effectively deploy tasks and solutions to improve the quality of education and training in the province in the coming time.
