The Government Office issued Notice No. 499/TB-VPCP dated November 1, 2024, concluding the conclusion of Deputy Prime Minister Tran Hong Ha - Chairman of the Committee at the meeting of the National Civil Aviation Security Committee (NASC).
The announcement stated: The Civil Aviation Authority was established by the Prime Minister with very clear functions and tasks. In recent times, civil aviation has made much progress, has been deployed synchronously, and its activities have ensured safety, and have been assessed at a high level.
In the context of the complicated developments in the world political and economic situation, it is necessary to review the functions and tasks of the NHK Committee.
Strengthening the National Civil Aviation Security Committee
The Deputy Prime Minister assigned the Ministry of Transport to preside over the review, assessment and summary of the Law on Civil Aviation of Vietnam, review the legal basis related to the activities of the Civil Aviation Committee; update new situations, emerging cyber security situations; demarcate the scope of administration, management and exploitation between port operators and the state at airports (including privately invested airports) to propose adjustments to legal provisions, ensure consistency and separation, and affirm the leading role of the state in aviation security and national security.
At the next meeting of the ANHK Committee, relevant agencies will study and propose amendments to legal regulations and propose the reorganization of the Committee. If necessary, additional members will be added from units operating in the field such as Vietnam Airports Corporation, Vietnam Air Traffic Management Corporation, and relevant units.
The State's unified management of aviation security includes many stages and departments, both inside and outside the airport, from ground services to air traffic control and airspace.
The Ministry of Public Security studies legal regulations, proposes a specialized, unified, and consistent aviation security model across all departments, on the basis of utilizing existing forces, without affecting current aviation security activities; develops a management plan using human resource standards and regulations; proposes in the 2024 summary report of the Aviation Security Committee.
The Deputy Prime Minister requested the Ministry of Transport to develop a Project on overcoming ICAO's recommendations, the establishment of a Civil Aviation Incident Investigation Committee separate from the state management role; on supplementing the position and tasks of the Civil Aviation Incident Investigation Committee; on the Civil Aviation Incident Investigation Committee: determining the competent authority to establish, the use of specialized functional agencies to assist in incident investigation; determining the position and requirements for information and data consistency of the Office of the Civil Aviation Incident Investigation Committee; completing the Project in December 2024.
From now until the end of 2024, the Ministry of Transport directs the Civil Aviation Authority of Vietnam to update regulations on aviation security, review, inspect, and evaluate aviation agencies and enterprises in the entire system on the following contents: aviation security programs, passenger inspection, baggage inspection, inspection equipment, security personnel, training, management systems, incident analysis reports, monitoring and evaluation... The Ministry of Public Security coordinates to participate in the inspection and evaluation process.
Develop a plan to practice situations in which drones illegally intrude and are cyber-attacked, taking over flight control of airports.
The Deputy Prime Minister requested that after inspecting aviation agencies and businesses in the entire system, the Civil Aviation Authority of Vietnam assess the need for aviation security equipment for airports that have not met the requirements; propose infrastructure, technology, and human resources; and report at the next meeting of the Aviation Security Committee.
The ANHK Committee has the function of assisting the Prime Minister in directing and coordinating the resolution of important issues regarding aviation security and directing responses. The Ministries of Transport, National Defense, Public Security and relevant ministries and branches develop plans to conduct drills in case of illegal intrusion by unmanned aerial vehicles or cyber attacks that take over flight control at airports with a large number of passengers as well as airports with a low number of passengers.
Overcoming information system security and safety issues in November 2024
The Ministries of Information and Communications, Public Security, Transport, and the State Capital Management Committee at Enterprises shall inspect the network security systems of state management agencies and aviation enterprises; rectify and criticize agencies and units that have lost network information system security; request timely remediation of information system security and safety in November 2024. Leaders of agencies and enterprises shall be responsible for not fully implementing network security work and not promptly remediating as required; and shall be responsible before the law for aviation safety and security.
The Ministry of Information and Communications organizes a specialized drill on ensuring network safety and security.
The Deputy Prime Minister requested relevant agencies and units to prepare and perform well the tasks of the ANHK Committee in the coming time: reviewing the institution, perfecting the organization; checking the issuance of normative documents and procedures according to the provisions of the Annexes of the Convention on International Civil Aviation; work related to drill activities...
