On October 1, many places in Hanoi continued to rain, water from upstream poured in, rivers rose rapidly, threatening the dike system, increasing flooding of residential areas. The whole city took proactive and drastic measures to respond and protect people's lives and property.

In Da Phuc commune, Vice Chairwoman of the People's Committee Hoang Thi Ha said that due to heavy rain in the basin, Nui Coc lake (Thai Nguyen province) discharged floodwaters, the water level of Cau and Ca Lo rivers rose rapidly, causing a landslide of 15m of the dike slope upstream of Ca Lo (section K17+700)... The commune has put up warning signs, mobilized forces, materials, and means to handle the first hour of the incident; at the same time, mobilized the entire political system to support people in urgently harvesting rice and protecting agricultural production areas. Inspecting the actual dike system and the rice harvest of the people of Da Phuc commune on the afternoon of October 1, Director of the Hanoi Department of Agriculture and Environment Nguyen Xuan Dai highly appreciated the initiative and efforts of the locality in protecting natural disaster prevention and control works and protecting people's property. Assessing that the development of floods in the coming days will be very complicated, Director of the Hanoi Department of Agriculture and Environment Nguyen Xuan Dai requested the locality to increase patrols, prepare adequate human resources, materials, and means, promptly handle incidents and natural disasters from the first hour; continue to mobilize people and mobilize machinery to urgently harvest rice according to the motto "green house is better than old field"; prioritize harvesting low-lying areas with risk of deep flooding...

In Xuan Mai commune, Chairman of the People's Committee Nguyen Anh Duc said that on the night of September 30, the Bui River flood reached level III, and the water level of Mieu Lake exceeded the overflow threshold. Anticipating that the flood would continue to rise, Xuan Mai commune mobilized more than 200 people, including local residents, militia, security forces, and soldiers of Warehouse J106, to build up nearly 500m of earth to prevent the flood from overflowing into residential areas.

On the morning of October 1, people in Nam Hai, Nhan Ly, Hanh Con, and Viet An villages continued to reinforce the remaining weak dike sections. In addition, the People's Committee of Xuan Mai commune directed to strengthen environmental sanitation, clear canals, drainage ditches, collect garbage and fallen trees; organize a serious 24/7 on-duty team; prepare plans to evacuate people if the river water continues to rise, floods come from the forest...

Similarly, Chairman of the People's Committee of My Duc Commune, Nguyen Quang Duong, affirmed that the commune has seriously implemented the direction of the central government and the city, promptly activating plans to prevent and respond to natural disasters in the area. Since September 29 and 30, the commune has requested villages and hamlets to be ready to respond to heavy rain, floods, flash floods, and landslides. The Commune Civil Defense Command has organized a 24/7 duty, continuously updating the weather situation and water levels on the Day River, My Ha River, and Thanh Ha River to promptly report and deploy on-site measures... Due to heavy rains exceeding forecasts, the river water level has risen rapidly, and some sections of the Thanh Ha and My Ha river dykes have overflowed. On the night of September 30 and early morning of October 1, My Duc commune mobilized more than 500 people in Thanh Ha, Phu Hien, Dong Chiem villages, 6 excavators, 4 trucks carrying sand and soil, 200 bamboo poles, 3,000 sacks and more than 400m³ of sand to prevent floods from entering residential areas, and at the same time supported 128 households living in low-lying areas at risk of deep flooding to evacuate to safety...

Director of Ha Dong Irrigation Development Investment Enterprise Nguyen Anh Son said that from September 29 until now, 100% of officers and employees have been on duty to clear the flow, operate Yen Nghia Pumping Station and other works to protect agricultural production areas and support lowering the water level of Nhue River, reducing flooding in urban and suburban areas.

As of October 1, irrigation enterprises operated 172 stations with 725 pumping units to protect agricultural production and support drainage for residential areas.

Speaking to reporters on the afternoon of October 1, Head of the Hanoi Department of Irrigation and Natural Disaster Prevention Nguyen Duy Du said that thanks to the early and decisive direction of Chairman of the Hanoi People's Committee Tran Sy Thanh and Mr. Nguyen Manh Quyen, Vice Chairman of the Hanoi People's Committee in charge of the field, there were no human losses in the city during the recent storm No. 10.

However, due to heavy rain over a large area, the amount of rain was too heavy beyond the forecast, the recent storm caused 70 households with 278 people living in riverside and low-lying areas to be flooded and had to evacuate; 405 households had their yards and gardens flooded, affecting their daily lives. Regarding agricultural production, localities have seriously implemented the city's direction to speed up the harvest progress, so only 3,581 hectares of rice, 1,385 hectares of vegetables, crops, and 658 hectares of fruit trees were flooded and affected. The city's irrigation enterprises have mobilized 100% of their forces and means to implement preventive and response measures before, during and after the storm.
