Proposal to resolve old administrative boundary problems

Conveying the recommendations of voters in some areas with old administrative boundaries (Phuc Tho), delegate Duy Hoang Duong, Head of the Legal Committee of the City People's Council, requested the Director of the Department of Home Affairs to clarify solutions to advise the City People's Committee to resolve difficulties and problems in the coming time?

In addition, some districts and towns requested the City to consider assigning this level to proactively manage civil servants and be responsible for personnel management; the City People's Committee has assigned the Department of Home Affairs to handle this matter, but it is currently being handled. Delegates requested the Department of Home Affairs to let them know when this matter will be completed.

Responding to the issue raised by the delegates, Director of the Department of Home Affairs Tran Dinh Canh said that Hanoi's administrative boundaries border 8 provinces and cities, the administrative boundary map is basically completed, currently Phuc Tho and Chuong My districts have an area in the middle of the river, the farming process is sometimes silted up and sometimes eroded so it is difficult to determine the administrative boundaries with other provinces and cities.

Currently, Phuc Tho district has 2 communes bordering Yen Lac district, Vinh Phuc province, residents cultivate on the Red River. The Department of Home Affairs has worked with Vinh Phuc province on this issue. Accepting voters' opinions to speed up the demarcation of this boundary, but according to the Director of the Department of Home Affairs, the determination of the boundary also has difficulties so the progress is slow.

In addition, in the city, there are many new traffic routes dividing administrative boundaries, there are many urban area projects located in many wards, so the reorganization of administrative boundaries is a task that the Department needs to carry out in the coming time in conjunction with the implementation of the Project on rearranging administrative units, including 20 communes adjusting administrative boundaries according to the project, awaiting review and approval.

Regarding the proposal to recruit ward-level civil servants for district and town-level Chairmen, the Director of the Department of Home Affairs said that Hanoi is piloting the urban government model in Hanoi according to Resolution No. 97/2019/QH14 of the National Assembly and Decree No. 32/2021/ND-CP. Practice shows that ward and commune officials have different training and recruitment processes; accepting voters' recommendations, but must wait for the Government's pilot conclusion on this issue.
