At the conference, Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the City Party Committee Vu Duc Bao presented a report on the results of 1 year of implementing Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline, discipline and responsibility in handling work in the political system of Hanoi City".

Achieved quite comprehensive results, with many outstanding highlights

Reporting on the results of 1 year of implementing Directive No. 24-CT/TU, Head of the City Party Committee's Organization Committee Vu Duc Bao said that after 1 year of implementation, Party committees, authorities, the Fatherland Front, socio-political organizations and agencies and units from the city to the grassroots have proactively led and directed the synchronous and comprehensive dissemination, propaganda and implementation of the contents of the Directive and plans, focusing on key and focused leadership.

In addition, promoting the exemplary role and leading role of cadres and party members, especially leaders; mobilizing the participation of the entire political system of the city and the consensus of the people. Thereby, achieving important initial results, quite comprehensive, with many outstanding highlights in various fields, contributing to the good implementation of the targets and tasks set out in the Resolution of the 17th Congress of the City Party Committee.

The work of disseminating and propagating the Directive and Plan was carried out promptly and synchronously throughout the political system in many forms, creating a widespread political movement among cadres, party members, civil servants, public employees, and workers throughout the city. Creating a fundamental change in awareness for cadres and civil servants on strengthening discipline and responsibility in handling work, improving the quality and effectiveness of performing tasks and public services, and consolidating the people's trust in the Party and authorities at all levels.

The work of building the political system's organizational apparatus and building a team of cadres has achieved many important results. The organizational apparatus of the Party, government, Fatherland Front and socio-political organizations has been consolidated and improved in the direction of "one task undertaken by one agency", ensuring streamlining, effective and efficient operations, basically overcoming the overlapping of functions and tasks, promoting decentralization, delegation of authority, and simplifying administrative procedures (AP) to facilitate people and businesses.

The work of inspection, supervision and public service inspection has been strengthened, focused, ensuring drastic and timely measures, tightening discipline and order within the Party and promoting compliance with the State's laws. Synchronizing between inspection and supervision by the Party, inspection and examination by the government with handling of violations, rotation, transfer and transfer of positions of cadres and civil servants, and building a cadre team that meets the requirements of the task.

The leadership method of the City Party Committee and Party Committees at all levels has many innovations, with focused leadership, focusing on leading and directing the big, difficult and complicated tasks of the City. Enhance the spirit of initiative and responsibility of all levels, sectors and leaders. Strengthen discipline and responsibility in handling work in the political system, strongly spread the spirit of determination and closeness from the City to the grassroots, creating motivation in the entire political system to carry out the political tasks of the City and localities and units.

Regarding specific results, Head of the City Party Committee's Organization Committee Vu Duc Bao said that, in terms of innovating leadership, direction, management and operation methods, the City Party Committee promptly revised and supplemented the Working Regulations, assigned tasks to members of the City Party Committee's Standing Committee in accordance with practical work, Party committees, authorities, the Fatherland Front and socio-political organizations and agencies and units from the city to the grassroots level have reviewed, supplemented and issued a total of 3,895 working regulations of agencies, organizations and units; issued a total of 17,020 procedures for handling administrative procedures; 5,963 procedures for handling internal affairs outside of administrative procedures.

Regarding decentralization and authorization in handling administrative procedures, the City has decentralized and authorized 136 State management tasks. The City has 578 plans for authorization to handle administrative procedures. The City People's Committee has issued 25 decisions and announced 126 internal administrative procedures. Departments, branches and sectors have approved 470 procedures for handling internal work at the department; the district level has issued 1,806 procedures; the commune level has issued 3,001 procedures for handling internal work (other than administrative procedures) and 136 interconnected procedures for handling work at the commune and district levels.

As a result, from August 7, 2023 to August 30, 2024, the whole city received and resolved a total of 3,417,296 administrative procedures in all fields; the number of administrative procedures resolved late was 9,618 records (0.28%). The rate of records resolved before the deadline at the district and commune levels increased. The people's satisfaction index with the service of State agencies in 2023 improved.

Regarding the rotation, transfer, and change of work positions, through 675 inspections and examinations of public service in 1,161 units of units, at the district level, 33 organizations and 60 individuals were found to have violated after inspection, supervision, and audit, and 28 organizations and 55 individuals were disciplined after inspection, supervision, and audit. As a result, over the past year, Party committees, authorities, agencies, and units from the city to the grassroots have rotated, transferred, changed work positions, and disciplined 2,268 cadres according to Directive 24-CT/TU.

Regarding the work of inspection, supervision, public service inspection, tightening discipline, discipline, and public service ethics, the Standing Committee of the City Party Committee issued a decision on the establishment of 5 Inspection Teams of the Standing Committee of the City Party Committee to directly inspect 10 party organizations under the City Party Committee, 14 leaders and managers. At the same time, the remaining district, town, and grassroots party committees were required to conduct self-inspections and report the results of leadership, direction, and organization of the implementation of Directive No. 24-CT/TU. In addition, the City People's Council conducted 3 supervisions and organized 1 explanation session. The Standing Committee of the People's Council organized 7 supervisions, and the Committees of the City People's Council organized 23 supervisions and surveys.

The City People's Committee, departments and branches have organized 911 public service inspections focusing on the implementation of administrative discipline, receiving and handling administrative procedures, and the responsibility for handling work and documents of cadres and civil servants. Party committees, Standing Committees, and Inspection Committees at district, commune and equivalent levels have conducted a total of 1,520 inspections and supervisions of 3,313 organizations and individuals.

The People's Councils at district and commune levels directed and organized a total of 922 supervisions of 1,709 agencies, units and individuals. The People's Committees at district and commune levels, agencies and units organized 1,352 inspections, checks and self-checks of public service. The City Fatherland Front and socio-political organizations at all levels organized 945 supervisions of 1,854 organizations and individuals. After inspections, checks and supervisions of public service, 873 organizations and individuals were discovered to have violated and 368 organizations and individuals were disciplined.

Some innovative and creative models in propaganda, deployment and organization of implementation of Directive 24-CT/TU such as: Long Bien District deployed "identifying 25 violations of discipline, discipline and responsibility in handling work" according to Directive No. 24-CT/TU, which has been concretized into 41 detailed contents to identify cadres under the management of the District Party Committee Standing Committee and 36 detailed contents to identify civil servants not holding leadership positions.

Ung Hoa district organized the Competition to learn about Directive 24-CT/TU with 4 rounds, the online round had 70,186 participants. There were 279 groups and individuals registered to participate in the Model and Initiative Round.

Ba Dinh District with initiatives in administrative reform such as: "No-waiting day" model; "On-site administrative procedure settlement" model; "Digital citizen" model; application of information technology in handling administrative procedures. Hoan Kiem District with the pilot implementation model of "application of technology solutions for cashless payment of parking service fees" at static traffic points in the district...
