On the afternoon of September 12, continuing the 49th session, the National Assembly Standing Committee gave its second opinion on preparations for the 10th session of the 15th National Assembly.

National Assembly Chairman Tran Thanh Man said the session is expected to open on October 20, last 40 working days and work on Saturdays to ensure progress in reviewing and approving many important contents.

Reporting at the meeting, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung said that the National Assembly Office proposed adding 27 contents to the session agenda compared to the schedule in July 2025, including 15 draft laws; 5 contents that the Government has submitted, are waiting to be added to the 2025 legislative program.

In addition to proposing additional legislative contents, the Secretary General of the National Assembly also recommended including in the meeting agenda many important contents that have received direction from competent authorities, including reviewing and deciding on personnel work under the authority of the National Assembly.

At the same time, it is proposed to withdraw from the meeting agenda the content of "reviewing and deciding on adjustments to the National Land Use Planning for the 2021-2030 period, with a vision to 2050", as proposed by the Government in Document No. 690/CP-QHDP dated August 7, 2025. The reason is that this planning adjustment can only be implemented when the National Assembly has passed the Law amending and supplementing a number of articles of the Land Law and the Planning Law, in order to ensure a full legal basis for the implementation process.

The Secretary General of the National Assembly expressed concern about the progress of preparing documents for the session, and at the same time requested the Government to promptly complete and submit the documents in accordance with regulations, in order to ensure time for the National Assembly agencies to review and process the work.

Chairman of the Economic and Budget Committee Phan Van Mai said that at the 10th session, the Committee is expected to handle 34 contents, including many large and complicated issues such as: amending and supplementing the Land Law, the Planning Law, and the 5-year socio-economic development plan... However, so far, only 5 complete sets of documents have been received.

Mr. Phan Van Mai suggested that with interdisciplinary and inter-sectoral contents, there needs to be strong coordination from the Government leaders to ensure progress and quality of preparation for the meeting.

Vice Chairman of the National Assembly Nguyen Duc Hai suggested that in order to ensure the quality of consideration and approval of important contents, it is necessary to arrange a reasonable time for the National Assembly to discuss and relevant agencies to promptly receive and edit documents. He especially suggested discussing early the general contents of socio-economic and budget issues, because this is the basis for deciding many specific issues at the session.

Concluding the discussion session, National Assembly Chairman Tran Thanh Man emphasized the need to make maximum efforts to perfect and promulgate important legal regulations on land, planning and key socio-economic issues, thereby creating a foundation for the country's sustainable development in the coming time.

(11) Law on Civil Servants (amended);

(12) Law amending and supplementing a number of articles of the Law on Technology Transfer;

(13) Law amending and supplementing a number of articles of the Law on Intellectual Property;

(14) Law amending and supplementing a number of articles of 10 laws related to security and order;

(15) Law amending and supplementing a number of articles of the Law on International Treaties.
