The 7th session of the 15th National Assembly, Provincial National Assembly deputies participated in the discussion in the Group on the socio-economic situation.

Continuing the 7th Session Program, on the morning of May 23, the National Assembly discussed in Groups on: socio-economic development situation; thrift practice, anti-waste and some important contents. The National Assembly delegation of Ninh Binh province participated in the discussion in Group No. 12 with the National Assembly delegations of the provinces: Hung Yen, Ninh Thuan, Quang Binh .

Accordingly, delegates discussed: additional assessment of the results of the implementation of the socio-economic development plan and the State budget in 2023; the implementation of the socio-economic development plan and the State budget in the first months of 2024; thrift practice and anti-wastefulness in 2023; results of implementing national goals on gender equality in 2023.

Speaking at the discussion in the Group, delegate Tran Thi Hong Thanh (Deputy Head of the National Assembly Delegation of Ninh Binh province) said that the results of socio-economic development and State budget in the first months of 2024 were very positive. In the context that our country's economy is facing great difficulties and challenges, the country's economic growth still has a positive recovery: GDP in the first quarter increased by 5.66% over the same period in 2023, the highest in the first quarter since 2020; disbursement of public investment capital reached 17.46% of the plan, 1.81% higher than the same period in 2023...

However, in order to complete the economic growth target and other targets and tasks according to the Resolution on the Socio-Economic Development Plan for 2024 and other resolutions of the National Assembly, in the remaining months of 2024, the Government needs to point out the limitations to have timely solutions such as: slow issuance of institutions to serve the development of digital economy, green economy, circular economy, energy transformation; still having the fear of making mistakes and fear of responsibility of a number of officials and civil servants; there is no breakthrough and uniformity among localities, ministries and branches in disbursing public investment capital.

To achieve the 2024 growth target, delegate Tran Thi Hong Thanh suggested that the Government should continue to improve its capacity to analyze and forecast the situation, especially risks and challenges to the economy, thereby having timely solutions and policy responses. Continue to improve the current institutions and legal framework to promote the development of digital economy, green economy, circular economy, and energy transformation - these are new growth drivers of the economy.

Emphasizing that institutional barriers still exist, delegates suggested that the Government should legalize the viewpoint of protecting dynamic cadres who dare to think, dare to do, and dare to take responsibility into tighter legal frameworks to overcome the current fear of mistakes and responsibility of a number of cadres and civil servants, thereby encouraging dynamism, creativity, and the courage to think and act for the common good.

To stimulate consumption, delegate Tran Thi Hong Thanh said that a more fundamental solution is needed, suggesting that the Government study and submit to the National Assembly a decision to reduce VAT at a higher level (reducing by 5% and extending until the end of 2025). Consider reducing special consumption tax on some items such as gasoline and oil, contributing to making the retail price of these items reasonable, increasing people's spending. Continue to promote public investment, attract workers to construction sites and factories. In addition, it is necessary to continue to strengthen market control, ensuring healthy business activities.

During the group discussion session, delegates gave their opinions on the practice of thrift and anti-waste in 2023; and the results of implementing national goals on gender equality in 2023.

On the same afternoon, the National Assembly held a plenary session in the hall to discuss the results of the supervision of the settlement of voters' petitions sent to the 6th Session of the 15th National Assembly.
