Building new rural areas has a starting point but no ending point, especially in the new period of 2025 - 2030, the city and the whole country aim to build modern, smart, sustainable new rural areas, with the important goal of narrowing the gap between rural and urban areas.

The City People's Council's monitoring delegation organized a monitoring of the implementation results of the National Target Program on New Rural Construction for the 2021-2026 period in Ha Dong commune.

The city has resolutely directed and focused resources, with many practical solutions so that the new rural construction movement in the 2025 - 2030 period continues to achieve higher goals and criteria; balance and harmony between the eastern and western areas of the city...

Balanced and harmonious investment

Head of the Economic and Urban Committee of the City People's Council Pham Van Khanh affirmed that, along with many urgent tasks to operate the 2-level local government model, ensuring the uninterrupted process of building new rural areas is requiring great efforts from localities. In the coming period, to build a balanced and harmonious new rural area between localities in the East and West of the city, localities must review the implementation of tasks and results in building new rural areas; determine investment resources; actively and proactively coordinate with relevant departments and branches. For unfinished projects, localities must speed up the implementation progress. In addition, localities continue to review and evaluate specifically and synchronously the new rural criteria. For criteria that have not been achieved, but are capable of being completed, they need to be urgently implemented. For the remaining criteria, if problems arise during the implementation process, localities need to promptly propose relevant departments and branches to coordinate to find solutions.

Deputy Director of the Department of Agriculture and Environment Pham Thi Dao informed that the Ministry of Agriculture and Environment is organizing to collect opinions from ministries, branches and localities on the new rural criteria set for the period 2026-2030. Accordingly, it is expected to build new rural areas at 2 levels: new rural areas and modern new rural areas with 10 criteria and 75 indicators. Compared to the criteria set for the period 2020-2025, there are 31 new criteria, 19 criteria inherited from the advanced new rural criteria set; 3 criteria inherited from the model criteria set; 13 criteria inherited from the new rural criteria set. The Department of Agriculture and Environment is coordinating with functional branches and local authorities to review and develop a project to build new rural areas in the coming period. From there, the Department will propose to the City People's Council to decide on the contents to build new rural areas in accordance with the new criteria set of the Central Government on building new rural areas in the city.

According to the Resolution of the first City Party Congress, term 2025 - 2030, the city set a target to strive for by 2030: 80% of communes (equivalent to 55/67 communes) to meet advanced new rural standards; 50% of communes (equivalent to 34/67 communes) to meet model new rural standards. From there, the City Party Committee determined the tasks, action programs, determined to build a modern, smart, and unique urban model; promote sustainable urbanization, balance between urban and rural areas, and between development regions; strive to basically meet the important criteria of a special urban area by 2030, ensuring sustainable environmental development and improving the quality of life, with strategic significance until 2045.

On October 2, comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong city met with voters of 13 communes and wards in the west of the city. The City Party Committee Secretary affirmed that the Party Committee and the city government always uphold the spirit of harmonious development; ensuring that all people benefit from the correct policy of the Central Government on the merger of the two localities. In particular, regarding the construction of new rural areas, the city will invest resources to promote the construction of new rural areas in the west of the city, creating conditions for balanced development of rural areas between the west and east, so that Hai Phong's rural areas have conditions to develop faster and more sustainably. The city commits that every Hai Phong resident will have the opportunity to contribute and benefit in the journey of building and developing new rural areas of the city in the coming period.

Connecting the Party's will and the people's hearts

Through the monitoring of new rural areas in the city in September 2025, Comrade Nguyen Khac Toan, Vice Chairman of the City People's Council, emphasized that in the process of building new rural areas in the coming period, the government plays a leading role, people actively participate and are beneficiaries. The goal of the program is to shorten the gap between urban and rural areas. Localities need to concretize the action program to build new rural areas. In addition to mobilizing people's strength and arousing the aspiration to get rich of each person, it is necessary to mobilize the participation of the whole society to move towards building modern, smart new rural areas associated with rural community tourism. In the coming time, the City People's Council will advise the City Party Committee and the Standing Committee of the City Party Committee to direct and orient the construction of new rural areas to focus and balance resources for both the East and West of the city in the direction of key investments, promote the transformation of the rural economic model, promote the development of processing industry, trade and services, rural tourism and high-tech agricultural production. Attracting businesses to invest in rural areas, forming industrial clusters and agricultural services will help increase product value and create more stable jobs for rural people. However, the development process must be associated with preserving and promoting rural cultural identity. Comrade Nguyen Khac Toan emphasized that, first of all, localities must still uphold the spirit of initiative in promoting the strength of the whole people in building new rural areas...

Applying the experience from the previous period, localities continue to promote the role of skillful mass mobilization in building new rural areas. Secretary of the Ha Dong Commune Party Committee Hoang Van Dai informed that the Party Committee and People's Committee of the commune focused on fully and comprehensively disseminating the Party's policies and resolutions, and the central and city's directive documents on the national target program on building new rural areas. The first Congress of the Commune Party Committee clearly determined: In the 2025 - 2030 term, the commune will focus all resources and promote the spirit of internal solidarity, mobilize the entire political system to participate, proactively develop many solutions, focus on mobilizing investment resources associated with the task of economic and social development, contributing to improving the material and spiritual life of the people, creating an increasingly prosperous rural appearance, and implementing the determination to improve the quality of new rural criteria.

Currently, some localities in the city have initially shown their determination to build new rural areas in the next phase, such as launching emulation campaigns to build new rural areas with higher criteria; registering and implementing skillful mass mobilization models in building exemplary new rural areas...
