Lam Dong aims to become a dynamic growth pole

On October 11, the 1st Congress of Lam Dong Provincial Party Committee, term 2025-2030, closed.

On behalf of the Presidium, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province Ho Van Muoi presented a report summarizing the reception and explanation of 6 groups of comments contributed to the draft Congress documents.

100% of delegates attending voted unanimously to pass the Draft Resolution of the 1st Lam Dong Provincial Party Congress, term 2025-2030.

The Resolution sets the goal: Building a clean and strong Party organization; leading comprehensive development, taking stability as the foundation, taking socio -economic development as the central task, taking happiness and prosperity of the people as the goal to strive for; by 2030, Lam Dong will become a fairly developed province, one of the dynamic growth poles of the region in the era of national development.

The congress focused on discussing and agreeing on key goals, tasks and solutions.

The set goal is to strive to achieve an average gross regional domestic product (GRDP) growth rate of about 10-10.5% for the 2025-2030 period; GRDP per capita by 2030 reaching about 6,700-7,500 USD; social labor productivity growth rate reaching about 6.5-7.5%/year; total social investment capital accounting for 35-40% of GRDP.

The Human Development Index (HDI) strives to reach about 0.75; average life expectancy from birth is about 74-75 years, of which healthy life expectancy is at least 68 years.

The rate of trained workers with degrees and certificates reaches 35-40%; strives to have basically no poor households by 2030; achieves 32 hospital beds/10,000 people, and a rate of 11 doctors/10,000 people.

Forest cover rate reached over 46.2%; production and business establishments meeting environmental requirements reached about 98%.

Every year, over 90% of grassroots party organizations and party members are evaluated and classified as having completed their tasks well or better. The annual rate of admission of new party members in the 2025-2030 period will reach 3-4% of the total number of party members...

The Provincial Party Committee oriented development breakthroughs and key projects including mobilizing all resources to invest in construction and development of a synchronous and modern infrastructure system, prioritizing investment in strategic transport infrastructure, inter-regional connectivity associated with construction and development of new urban areas, concentrated residential areas, tourism and service complexes of regional and international scale; developing digital infrastructure, especially industry and local data infrastructure; strongly developing science and technology, innovation.

The province promotes administrative reform; thoroughly removes bottlenecks, bottlenecks, and barriers, especially in planning, compensation, site clearance, and resettlement to unblock, liberate, and promote resources, taking people and businesses as the center; builds and promulgates mechanisms and policies to attract large-scale, capable, and experienced private economic groups to invest in the province.

The province has strongly innovated personnel work, especially in the work of commenting, evaluating, planning, training, fostering, arranging, assigning, and using the right people for the right job; valuing talented people, protecting cadres who dare to think, dare to do, dare to make breakthroughs in development, and dare to take responsibility for the common interest.

Key projects in the 2025-2030 term are: Implementation of the North-South high-speed railway project; Dau Giay-Lien Khuong expressway section Tan Phu-Bao Loc, Bao Loc-Lien Khuong (CT27); Nha Trang-Lien Khuong expressway, Gia Nghia-Phan Thiet expressway; North-South expressway section Gia Nghia-Chon Thanh; Renovation and upgrading of National Highway 27, National Highway 28, National Highway 55, Gia Nghia-Bao Lam dynamic route; New administrative-political center of Lam Dong province; A number of large irrigation reservoir projects; dykes and embankments to respond to climate change; Projects in the province serving the implementation of the National Coastal Road Project; Projects: Son My 1 and Son My 2 BOT power plants; Son My LNG port warehouse.

Projects in the investment attraction term include bauxite and aluminum, aluminum and aluminum product processing plant complexes; renewable energy projects, especially offshore wind power; Southern coastal economic zone, high-tech zone of the province; logistics center, seaport, dry port; Lien Khuong international airport upgrade and expansion project; Phan Thiet airport project; infrastructure investment projects, secondary investment in Son My 1, Son My 2, Phu Binh, Nhan Co 2 industrial parks; large-scale urban areas, tourist and commercial areas.

The main solutions set out by the Provincial Party Committee during its term include strongly innovating the growth model with science and technology and innovation as the main driving force for rapid and sustainable development; focusing on removing difficulties and obstacles, clearing bottlenecks; and maximizing resources for socio-economic development.

The province completes and synchronizes the planning system; strengthens management and effective use of land, resources, minerals, protects the environment and proactively adapts to climate change.

Lam Dong develops culture, education, training, healthcare, ensures social security and welfare; strengthens national defense and security, maintains political stability and social order and safety; continues to improve the quality and effectiveness of foreign affairs activities; builds the Party and political system to operate effectively, efficiently and effectively...

The Presidium announced the Politburo's Decision, appointing the provincial delegation to attend the 14th National Congress of the Party with 45 official delegates and 4 alternate delegates.

The Congress also held a farewell ceremony for 37 members of the Provincial Party Executive Committee who had retired and were not re-elected to the Executive Committee for the 2025-2030 term.

In his closing speech at the Congress, Party Central Committee member, Secretary of Lam Dong Provincial Party Committee for the 2025-2030 term Y Thanh Ha Nie Kdam emphasized that in order to successfully implement the Resolution, the Congress called on all cadres, party members, armed forces and people of all ethnic groups in Lam Dong province to promote the spirit of solidarity, patriotism, self-reliance, and the aspiration to build a prosperous and happy homeland and country, promote socio-economic development, maintain political stability, national defense, security, social order and safety; successfully implement the Resolution of the 1st Lam Dong Provincial Party Congress, term 2025-2030, the Resolution of the 14th National Party Congress; strive to build Lam Dong province by 2030 to become a fairly developed province of the country, one of the dynamic growth poles of the region in the era of national development./.
