The 1st Lam Dong Provincial Party Congress was a great success.

Comrade Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of the 15th term of Lam Dong province delivered the closing speech of the Congress.

Accordingly, the Congress approved the contents of the Political Report submitted to the 1st Congress of Lam Dong Provincial Party Committee, term 2025 - 2030.

Evaluating the results of the 5-year implementation of the Resolution of the Provincial Party Congress for the 2020-2025 term, although there are still some limitations and shortcomings, the Party Committee has achieved important and quite comprehensive results, creating a solid foundation for strong development in the coming time. The entire political system has made many efforts, overcome difficulties and challenges, maintained political and social stability, continued economic growth; national defense, security, order and social safety have been ensured; attention has been paid to Party building and political system building.

In particular, with the establishment of the new Lam Dong province, the development space is expanded, along with many advantages and diverse cultural identities, creating a breakthrough in position for Lam Dong province to develop rapidly and sustainably in the new era.

The Congress agreed on development goals for the 2025 - 2030 term: Building a clean and strong Party organization; leading comprehensive development, taking stability as the foundation, taking socio-economic development as the central task, taking happiness and prosperity of the people as the goal to strive for; by 2030, Lam Dong province will become a fairly developed province, one of the dynamic growth poles of the region in the era of national development.

The Congress set out 21 main targets. In particular, striving to achieve an average gross regional domestic product (GRDP) growth rate of about 10 - 10.5% in the 2025 - 2030 period; GRDP per capita by 2030 reaching about 6,700 - 7,500 USD; social labor productivity growth rate reaching about 6.5 - 7.5%/year; total social investment capital accounting for 35 - 40% of GRDP. Strive to have basically no poor households (according to the multidimensional poverty standard for the 2026 - 2030 period) by 2030.

Regarding the environment, the forest cover rate reached over 46.2%; the rate of production and business establishments meeting environmental requirements reached about 98%.

Regarding Party building work, every year over 90% of grassroots party organizations and party members are evaluated and classified as having completed their tasks well or better. The annual rate of admission of new party members in the period 2025 - 2030 is 3 - 4% of the total number of party members.

At the same time, the Congress agreed on 6 key tasks, 3 breakthroughs, 15 key projects and main solutions for the 5 years of the 2025 - 2030 term.

The Congress assigned the Provincial Party Executive Committee to base on the Congress Resolution, on the basis of thoroughly grasping the Resolution of the 14th National Party Congress, to develop an Action Program to implement the Resolution.

The Congress called on the entire Party Committee, government, armed forces and people of all ethnic groups in Lam Dong province to promote the spirit of solidarity, patriotism, self-reliance, and the aspiration to build a prosperous and happy homeland and country, boost economic and social development, maintain political stability, national defense and security; successfully implement the Resolution of the Lam Dong Provincial Party Congress for the 2025-2030 term; the Resolution of the 14th National Party Congress; strive to build Lam Dong province by 2030 to become a fairly developed province, one of the dynamic growth poles of the region in the era of national development.

In his closing speech at the Congress, Provincial Party Secretary Y Thanh Ha Nie Kdam affirmed: The success of the Congress is the result of the efforts and intelligence of the delegates attending. It is also the crystallization of the intelligence and will of the entire Party Committee and the people of all ethnic groups in Lam Dong province and the result of the correct and creative application of the Party's guidelines, viewpoints and policies to the practical conditions of the province.

The results of the Congress have demonstrated the will, aspirations and desire to rise up, and are a great source of encouragement and motivation for the Party Committee, government, armed forces and people of all ethnic groups in the province to firmly move forward in the new term with new confidence, spirit and determination.

In order for the Resolution to soon come into life, the Provincial Party Secretary requested the Provincial Party Executive Committee, term I, 2025 - 2030; Party committees, agencies, departments, branches, and organizations from the province to the grassroots level to do a good job of widely disseminating the results of the Congress to cadres, party members, and people.

At the same time, urgently concretize the Congress Resolution with a practical action program, a specific action plan, close to reality, highly actionable, planning breakthrough solutions, synchronous with the highest political determination and the strongest desire to contribute, in the spirit of "three focuses - three public - one measure" in accordance with the direction of General Secretary To Lam and closely following the 6 important orientations that Comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister of the Government directed at the Congress.

First of all, we must put the work of building and rectifying the Party and the political system to be clean and strong in all aspects. In particular, we must focus on building a contingent of cadres who are up to the task and creating a truly united and unified bloc within the entire provincial Party Committee; clearly recognizing that cadre work is the "key of the key" task.

At the same time, focus on leadership and direction so that the two-level local government model operates smoothly and effectively. The focus is on taking advantage of new development space, exploiting all potentials and outstanding opportunities, optimizing the efficiency of resource use to create economic breakthroughs; focusing the highest resources to carry out the task of double-digit economic growth in the period 2025 - 2030.
