Only move student training out of the inner city
Regarding urban planning, Deputy Secretary Nguyen Van Phong said that the city needs to develop according to a multi-polar, multi-center model, avoiding concentrating all urban functions in the inner city area.
The city also determined to focus on developing satellite cities, especially the western area with Hoa Lac satellite city, linked with Hoa Lac High-Tech Park and the concentrated university area in Hoa Lac, this is also clearly shown in the documents of the 18th Congress of the Hanoi Party Committee.
To achieve the above goal, Hanoi needs to implement comprehensive and synchronous solutions. Therefore, Mr. Phong said that it is expected that by the end of 2025, Hanoi will start construction of the Van Cao - Hoa Lac metro line.
He expects the above project will create a foundation for the western area to become a university and science-technology urban area, with the core being the Hoa Lac High-Tech Park, Hanoi National University and about 300 hectares of land for a concentrated university area, serving the relocation of universities from the inner city to this area.
"This is a fundamental orientation, associated with moving medical and educational facilities that do not comply with planning out of the inner city," said Mr. Phong.
However, with the above policy, Mr. Phong said that currently there are many people and many educational institutions that think that Hanoi will move all universities out of the inner city.
Mr. Phong affirmed that it was just a "misunderstanding", because Hanoi only moved the student training part out of the inner city, the universities in the inner city remained the same.
"The schools will be retained and continue to be centers for research, postgraduate training and international cooperation," he affirmed.

To Lich, Kim Nguu, Set and Lu rivers will be revived.
Regarding the issue of air pollution and the revival of inner-city rivers, Mr. Nguyen Van Phong said that Hanoi has developed a comprehensive project and is vigorously implementing it to address the above issues and will continue to do so in the coming time.
He said the capital aims to revive inner-city rivers by 2028, including To Lich, Kim Nguu, Set and Lu.
However, he said this is a big problem, requiring huge resources and high determination, and cannot be solved in a short time.
Mr. Phong added that in the political report presented to the 18th Hanoi Party Congress, the city has clearly stated the direction of coordination with localities to handle pollution of inter-provincial and inter-regional rivers such as Day, Nhue and Bac Hung Hai.
Inter-regional coordination is a must to fundamentally address environmental, irrigation and drainage issues in the downstream areas. According to Mr. Phong, the recent unusual flood in Thai Nguyen has caused the Cong and Cau river systems to directly affect Hanoi and neighboring provinces such as Bac Ninh.
Regarding the issue of air pollution, Hanoi has developed its own project, clearly identifying pollution sources from many fields, thereby proposing appropriate solutions for each source. At the same time, the city also coordinates with domestic and international experts and scientists to synchronously implement, aiming to improve air quality in the capital.
