The Code of Conduct for Cultural Conduct in the Digital Environment aims to guide the behavior of organizations and individuals when participating in the digital environment according to Vietnamese cultural, ethical and legal standards.

The Code applies to four groups of subjects: Individuals; agencies, organizations, enterprises; organizations and enterprises providing social networking services and digital platforms domestically and internationally; and internet service providers.

Notable points are that users learn and comply with the legal regulations, rules, and community standards of digital platforms and social networks when participating; do not spread or share fake news, untrue news, or unverified rumors and other information that violates the law; comply with and respect intellectual property rights of digital products on the network environment...

For influencers (KOLs) participating in activities in the digital environment, it is necessary to pay attention to the following 4 contents: Actively and proactively produce, create, and spread valuable content and products; be exemplary in complying with legal regulations; do not take advantage of the trust and affection of the public and audience for personal gain in any form; when participating in advertising activities, it is necessary to publicize advertising content and sponsorship.

Agencies, organizations, and businesses must use their official names when participating in activities in the digital environment; disseminate the code of conduct in the digital environment to officers, employees, students, and pupils of the unit. In addition, they must ensure that the information provided online is true, has a clear origin, and is verified; proactively spread positive values...

Organizations and businesses providing social networking services and digital platforms domestically and internationally must comply with relevant Vietnamese laws and respect the nation's traditional cultural values.

Coordinate with authorities to handle, prevent and remove illegal content. Provide clear and easy-to-use violation reporting mechanisms and tools for users; have a response mechanism after receiving violation reports or complaints from users in accordance with the law on consumer protection. There needs to be a mechanism to scan, detect and handle activities that take advantage of social networks to commit fraud or false advertising...

Internet service providers deploy filtering, warning, and restriction tools for content that violates legal regulations to protect children and adolescents through content control features, age and time restrictions, and safety modes. Comply with legal regulations on personal data protection, do not illegally collect or use user information, etc.

Depending on the level of violation, the authorities will review and announce that influencers (KOLs) who violate the law and have behaviors contrary to the Code of Conduct will be restricted from appearing in the media.
