Flexible and creative in promoting insurance policies in the new situation

The merger of administrative units poses a number of concerns for the Social Insurance Agency in region XXX. The challenge is to maintain and even exceed revenue targets, develop participants, as well as resolve policies promptly and without interruption, thereby ensuring the rights of health insurance participants. This is a "problem" that requires acumen and high determination.

These concerns were also raised at the seminar on "Communication and implementation of health insurance policies" recently held in Can Tho city. Dr. Nguyen Ngoc Viet Nga, Deputy Director of the Can Tho City Department of Health, frankly pointed out that it is not allowed to answer perfunctorily or shirk responsibility because it will lead to frustration and skepticism of the people. In the coming time, the health sector and social insurance need to make efforts and coordinate on communication methods and content to achieve the highest efficiency, especially in the context of provinces and cities being reorganized.

Another core issue that delegates were particularly concerned about was how to ensure that medical examination and treatment for people would not be interrupted even for a single day. BSCKII. Nguyen Ngoc Viet Nga affirmed: "There should be no reason for interruption, the interests of people participating in medical examination and treatment under health insurance must be put first." This is an important guideline for the activities of the Social Insurance and the Health sector in this challenging period but also opens up many opportunities.

People's physician, BSCKII. Phan Thanh Tung, Director of General Hospital No. 10 ( Hau Giang ), shared: "The current concern is how to make people know their rights when coming to medical examination and treatment facilities."

This requires truly effective communication work, so that information on health insurance policies and benefits is not only promulgated but also "reached" to the people. When people clearly understand their rights, they will be more confident in accessing health services, and at the same time help the Social Insurance agency and health facilities implement policies in a convenient and transparent manner.

It can be said that the workshop opened up many contributions from delegates, thereby highlighting practical difficulties at the grassroots level, especially the implementation of Health Insurance Law No. 51/2024/QH15, which takes effect from July 1, 2025.

Challenges in accessing information, changing people's habits, or ensuring the quality of medical examination and treatment services in the context of policy changes have motivated sectors to propose appropriate solutions to improve service quality and strengthen people's trust in policies.

Ms. Nguyen Thi Thanh Xuan, Director of Social Insurance Region XXX, said: “In the context of the increasingly high task of developing participants and ensuring the rights to health insurance examination and treatment, each Social Insurance officer and each medical examination and treatment facility needs to be more proactive and creative in inter-sectoral coordination, in multimedia communication, applying digital technology and above all, must be steadfast in the goal of taking people as the center of service. Based on the recommendations and solutions proposed, Social Insurance Region XXX will continue to direct its affiliated units to organize effective implementation, close to the practical conditions of each locality, especially in developing health insurance participants and ensuring the rights to health insurance examination and treatment for the people”.
