Agencies and units strictly maintain the regime of command, on duty, and 24/7 rescue and relief; grasp the situation, ensure smooth communication, and safety of people and vehicles.

The City Military Command directed and deployed the standing militia squadron to coordinate with Naval Region 3 to organize safe anchoring of boats; Armored Battalion 699 prepared forces and vehicles to be ready to move when ordered. The City Border Guard called on boats to urgently take shelter and implement sea bans depending on the storm's developments to ensure safety.
Agencies and units reviewed and strengthened plans for natural disaster prevention and control; reinforced barracks and warehouses, trimmed trees, dredged sewers; stockpiled supplies, food, medical supplies, and fuel for storm prevention and control tasks. Militia and self-defense forces coordinated with local authorities to propagate and mobilize people to leave dangerous areas, effectively implementing the "4 on-the-spot" motto in key areas.
