As an expert feels, it reminds us of the atmosphere of the early years of the renovation period, abandoning bureaucracy and subsidies, shifting to a socialist-oriented market mechanism, a courage and excitement accompanied by the daily worries of anyone: The State abolished ration stamps and rice books, if we “starve to death”, where can we look? And then the results, as we see after decades of renovation, today we have such a great “foundation, potential, position and international prestige”. Streamlining the apparatus has now become an order. If renovation brings Vietnam out of poverty and rationing, then “innovation of renovation” will be an opportunity to transform our nation to gradually catch up with the times. But every reform and innovation encounters obstacles. Any revolution requires courage and sacrifice, and here the revolution of streamlining the apparatus first of all requires the exemplary conduct and sacrifice of true communists.

Therefore, streamlining the apparatus has now become an order. "Better less but better" as V.Lenin said. But this is an extremely difficult thing, even the most difficult thing in the innovation process because it touches the thoughts, feelings, aspirations and personal interests of each person in the political system. It is truly a revolution because it requires sacrifice. Streamlining will of course lead to reducing the number of contacts and reducing the number of leadership and management positions. It cannot be said that there is no mood when a General Director now becomes a Director, being a chief is reduced to a deputy, even becoming an ordinary civil servant. Then those who have worked hard, strived, and been planned for many years now become a fragile hope, that position suddenly becomes distant. Along with that are the spiritual and material benefits, the treatment that anyone must care about for a living. It is at these times when touching on human interests that the qualities and ethics are revealed, that require the sacrifice of a communist party member, the exemplary vanguard of leaders and heads. It must be said frankly that the degradation of political ideology and lifestyle ethics has led to many cadres and party members considering the goal of striving to advance, for personal interests, forgetting the oath to serve the people and the country and to comply with all assignments of the Party and the organization. A lavish and wasteful material life is an image that is not absent in our ranks and some people have paid the price when they were disciplined, even imprisoned. At this time, we need to recall Uncle Ho's teachings: being a cadre is a servant of the people, all efforts and sacrifices are for the benefit of the people, not to put on airs as "revolutionary officials", to "enrich oneself and one's family". "Fire tests gold, hardship tests strength", at this time, facing the requirements of the apparatus revolution, facing the "gains and losses", we will know who is willing to sacrifice personal interests for the great cause, who is selfish and only cares about his own position. As a communist, one does not mind any difficulties and hardships, cannot calculate and compare, because "whatever is beneficial to the people, we must do our best" (President Ho's words). Let me repeat the simple but communist-spirited saying of Ho Giao, who was twice a Labor Hero, a National Assembly delegate for three consecutive terms (terms 4, 5, 6) but almost all his life was just a cow herding hero: "Revolution is needed, big and small. The economic growth in recent years has allowed us to gradually have appropriate policies to ensure fairness and ensure legitimate interests for those involved. Secondly, focusing on special and outstanding priorities to encourage subjects to retire immediately, to retire within 12 months from the time the agency or unit organizes the restructuring according to the decision of the competent authority. Third, policy development is linked to the responsibility of leaders and units in evaluating, screening, and selecting retired cadres, civil servants, and public employees, along with streamlining the payroll and restructuring and improving the quality of the team to meet requirements and tasks. In particular, it emphasizes the importance of maintaining and retaining good cadres with capacity and qualities equal to the task to avoid "brain drain". Never before have we been so determined, and never before have words and actions been so close together, "even on Sundays we must continue to carry out our work without stopping" (words of General Secretary To Lam) and now more than ever is the time for communists to demonstrate their sacrifice for the people and the country, so that the country can move into a prosperous and prosperous era.
