Hanoi Moi Newspaper recorded the shares expressing trust and the enthusiastic opinions and proposals of cadres, party members, and people of all walks of life in the capital with the hope and expectation that the new City Party Committee will continue to have breakthrough policies to bring the city into a new stage of development.
Mr. Le Xuan Rao, Chairman of the Hanoi Union of Science and Technology Associations:
Developing human resources to make Hanoi a regional innovation center

In recent years, Hanoi has achieved many important and comprehensive achievements in many fields. Many specific policies of the Law on the Capital (amended) and resolutions of the City People's Council in the recent period have contributed to creating a legal corridor and strong motivation for Hanoi to develop science and technology, promote innovation, develop a knowledge-based economy , and digital transformation in key sectors such as smart cities, high-tech agriculture, education, health, etc. These developments show that Hanoi is moving towards rapid urbanization but with a more sustainable orientation, enhancing regional connectivity and improving the quality of life for people.
In order for Hanoi to continue to be the leading center in the country in science, technology and innovation, in my opinion, the new City Party Committee needs to pay special attention to three groups of solutions.
It is necessary to strongly innovate mechanisms and policies to encourage research - application and commercialization of scientific and technological results, in which, maximize the special mechanism of the Capital Law, create an open environment for scientists, technology enterprises and institutes and schools to cooperate and develop.
Second, focus on building and operating the Capital's innovation ecosystem, closely connecting the "three houses": State - Scientists - Enterprises. In particular, it is necessary to link science and technology activities with the city's socio-economic development programs, especially in areas such as digital transformation, smart cities, green energy, and circular economy.
Third, it is necessary to invest in people - to nurture, promote and honor intellectuals and scientists, especially the young generation. This is the key resource for Hanoi to become a regional innovation center.
Former Deputy Head of the Hanoi Party Committee's Internal Affairs Committee Nguyen Tu Cap:
Opening a new development stage with the aspiration to make Hanoi grow strongly

The 18th Congress of the Hanoi Party Committee is an important milestone, opening a new development period with the aspiration to make Hanoi grow strongly, affirming its position as the political center and heart of the whole country.
The 18th Congress of the Hanoi Party Committee set the goal that by 2030, Hanoi will be a "Cultured - Civilized - Modern" Capital; a green, smart city, a place where cultural quintessence converges and deeply integrates internationally. I hope and expect that the new Executive Committee of the City Party Committee will continue to implement comprehensive digital transformation, effectively operate the two-level local government model in the direction of integrated governance of "Party - Government - Enterprises - People".
In particular, the city needs to implement policies to promptly remove difficulties and obstacles in planning, site clearance, and implementation of investment projects to build technical infrastructure and social infrastructure so that wards and communes can develop more and more... The success of the 18th Congress of the Hanoi Party Committee will lay the foundation for Hanoi to enter a new development stage with the determination to seize opportunities, overcome challenges, build a "Cultured - Civilized - Modern" Capital, pioneering with the whole country to enter a new era - an era of prosperous and powerful development of the nation.
Vice Chairman of Ba Dinh Ward People's Committee Nguyen Dan Huy:
Promoting the spirit of the Congress, building a grassroots government to create happiness

The 18th Hanoi Party Congress has opened a new chapter with important decisions, creating a solid foundation for the development of the capital in the next 5 years. I have full confidence in the leadership of the City Party Committee, People's Council and People's Committee in realizing the Congress Resolution and especially expect to build communes and wards that are truly the fulcrum of people's happiness.
Commune and ward governments must be places that create a happy living environment for the people, where people feel closeness, understanding and sharing.
To realize this, in the coming time, Ba Dinh ward will focus on improving the capacity and responsibility of the staff and civil servants. Each staff and civil servant must understand and serve the people with all their heart, considering solving the smallest problems of the people as a priority task; increasing the participation of the people in the process of monitoring, social criticism and deciding on local issues. Transparency and publicity in all activities will strengthen trust and consensus.
At the same time, the ward will continue to invest in synchronous social infrastructure to improve the quality of essential public services such as health, education, culture, etc. in residential areas. Urban development must be associated with heritage conservation, cultural identity preservation, historical landscape; ensuring that all people in the area can live in a green - smart - peaceful - prosperous urban area. With the high determination of the Congress, I believe that Hanoi will develop more and more sustainably, becoming a "Cultured - Civilized - Modern" Capital, where all people feel happy and proud to live and work.
Party Secretary, Chairman of Gia Lam Commune People's Council Nguyen Viet Ha:
Promote the synchronous development of each locality in the city

The 18th Hanoi Party Congress is a particularly important political event for the Party Committee and people of the capital, in the context of the country entering a new era, an era of national growth, building an independent, self-reliant, prosperous, civilized and happy country.
I really hope that the 18th Hanoi Party Congress will have major decisions, bringing direct benefits to the people, promoting the synchronous development of each locality in the city in general and Gia Lam commune in particular. At the same time, infrastructure works, especially the traffic system, need to be completed and connected soon to create favorable conditions for tourism development, trade and people's lives. Because when the infrastructure is synchronous, the transportation of agricultural products, welcoming tourists and exploiting the potential of each locality will be easier, contributing to improving economic efficiency and stabilizing people's lives.
I also hope that the city will have an investment policy to develop tourism associated with historical relics, scenic spots and local cultural identity; develop tourism associated with ecological agriculture and experiences; attract investment, support people to produce high-quality agricultural products; complete infrastructure construction investment projects... to help the new countryside become more modern, but still retain local identity and traditions.
Director of the Center for Promotion of Vietnamese Labor Abroad - DHCcare Nguyen Mau Dung:
Create conditions for the private economy to develop strongly and sustainably

As a party member and businessman, in recent days, I have been closely following the organization of the 18th City Party Congress. I, like many people in the Capital, am very happy that the Congress has proposed important orientations and solutions for comprehensive socio-economic development, and at the same time elected a team of dedicated, capable and talented cadres. With a leadership team with strategic vision, innovative thinking and strong determination to act, we believe that the private economy will continue to affirm its role and position as an important driving force of the Capital's economy, and will be encouraged and facilitated to develop equally, transparently and sustainably.
Hanoi’s private sector currently contributes greatly to the budget, creates many jobs and promotes social innovation. However, to develop to its full potential, we need a stable, transparent and consistent business environment, along with mechanisms to encourage businesses to invest in high-tech, digital economy, green transformation, innovation, etc.
Over the past years, Hanoi has had many correct policies, demonstrating the spirit of accompanying businesses, such as improving the investment environment, simplifying administrative procedures, supporting innovation, etc. However, in the context of the city implementing a two-level local government model, we hope that stronger decentralization and delegation of power between the city and communes and wards will go hand in hand with increased responsibility and initiative in supporting businesses, especially the private sector.
Deputy Secretary of the Youth Union of the Institute of Journalism and Communication, Academy of Journalism and Communication, Nguyen Thi Thu Trang:
Firmly step on the new journey of the Capital

During the 2020-2025 term, the Hanoi Party Committee has made many efforts to develop the city comprehensively, not only in terms of infrastructure and economy, but also in culture, education and living environment. The city has made significant progress in improving public spaces, preserving cultural heritage, and improving the quality of life of people through the iHanoi application with many smart urban utilities. These achievements have created a solid foundation, making Hanoi increasingly modern, civilized and friendly, while opening up new expectations for the next steps of development under the leadership of a new generation of cadres.
I feel very proud and excited to follow the 18th Congress. The election of the new Executive Committee not only demonstrates the solid succession between generations of leaders, but also opens up opportunities for innovation and creativity for the Capital to develop more strongly.
In particular, I hope that the comrades in the new Executive Committee will continue to pay attention to listening to and taking into account opinions from the community, especially from the young generation - those who will inherit and accompany the Capital in the future. I believe that if policies are coupled with creating opportunities for young people to participate, the Capital will develop not only in infrastructure and economy, but also in culture, education and living environment.
Mr. Kieu Van Phuong, party member of Bai Ngoai village (Kieu Phu commune):
Expect the Congress to create a real breakthrough so that people are truly happy.

One point I pay close attention to is that in this Congress document, many breakthrough targets are set: Green transformation, digital transformation, circular economic development, promoting Hanoi's central role in terms of economy, culture, science - technology and deep international integration. That requires each Party Committee and each cadre to innovate management thinking and leadership methods to a flexible approach, "highlights - characteristics" depending on the region and locality. I expect that under the leadership of the new Executive Committee, Hanoi will step up to a new level in terms of quality of life, smart urban areas, green environment and elegant and civilized Hanoian culture.
I also believe that the personnel selected for this Congress are a group with enough "heart - vision - prestige", dare to think, dare to do, have courage and high responsibility. A strong, united and creative Executive Committee is a prerequisite to turn big goals into concrete actions, so that the Resolution becomes a reality in life. In addition, it is necessary to pay special attention to the democratic supervision mechanism within the Party and between the Party and the people; encourage criticism and initiatives from the grassroots, and evaluate by specific results, not just by paperwork.
As a Party member and citizen of the Capital, I hope that the 2025-2030 term will be a Congress that creates a real breakthrough, so that Hanoi is not only beautiful in image, but also a place where people are truly "civilized, modern, happy"...
Mr. Hoang Van Phi, Tho Am village (Nam Phu commune):
Continue to focus on investing in education, health care, and social security.

Over the past time, the Hanoi Party Committee has continuously innovated its leadership methods and promoted its role as a political core in the local political system. Outstanding achievements in the 2020-2025 term, such as urban infrastructure development, administrative reform, investment environment improvement, and people's quality of life improvement, etc., are clear evidence of the correct and effective leadership of the Hanoi Party Committee. The focus on investing in urban infrastructure development, administrative reform, promoting digital transformation, attracting investment, and maintaining economic stability in the context of many difficulties has created a new position and strength for the capital in the next development stage.
During the 2025-2030 term, people expect Hanoi to continue to improve the quality of public education, focusing on comprehensive and humanistic education. At the same time, the health system needs to be invested synchronously so that people, especially the poor and the elderly, can access quality medical examination and treatment services. Social security needs to be maintained and further expanded...
I believe that the 18th Hanoi Party Congress will open a new term with many correct decisions, continuing to put people at the center of the development strategy.
