In order for Hanoi to continue to be the leading center in the country in science, technology and innovation, in my opinion, the new City Party Committee needs to pay special attention to three groups of solutions.

It is necessary to strongly innovate mechanisms and policies to encourage research - application and commercialization of scientific and technological results, in which, maximize the special mechanism of the Capital Law, create an open environment for scientists, technology enterprises and institutes and schools to cooperate and develop.

Second, focus on building and operating the Capital's innovation ecosystem, closely connecting the "three houses": State - Scientists - Enterprises. In particular, it is necessary to link science and technology activities with the city's socio-economic development programs, especially in areas such as digital transformation, smart cities, green energy, and circular economy.

Third, it is necessary to invest in people - to nurture, promote and honor intellectuals and scientists, especially the young generation. This is the key resource for Hanoi to become a regional innovation center.

As a party member and businessman, in recent days, I have been closely following the organization of the 18th City Party Congress.
