Successfully organize party congresses at all levels

On October 17, the Politburo and Secretariat concluded and highly appreciated the fact that Party committees and organizations at all levels successfully organized Party congresses at all levels according to the set plan, ensuring the requirements of Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo and the directions and instructions of the Central Committee.

The first Government Party Congress, term 2025-2030, closed on the afternoon of October 13. During the two days of the Congress, delegates focused on summarizing and evaluating the results of the 2020-2025 term; determining the directions, goals, tasks, and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the Central Committee to be submitted to the 14th National Party Congress. The Congress passed the Resolution of the first Government Party Congress, term 2025-2030.

The Resolution of the Government Party Congress for the 2025-2030 term expresses the aspiration, will and determination to "Build a clean and strong Government Party; unite, be exemplary in science and technology, innovation, digital transformation; accelerate breakthroughs, develop the country quickly and sustainably in the era of rising to wealth, prosperity, civilization and happiness"; focus on leading and directing the drastic, synchronous and effective implementation of the set goals and targets and 4 groups of solutions on Party building; 8 groups of solutions on socio -economic development; 2 groups of solutions on national defense, security and foreign affairs; 6 key tasks on strategic breakthroughs. For the 2025-2030 term, the Government Party is determined to strive to be one of the pioneering and exemplary Party organizations in successfully implementing the Resolution of the 14th National Party Congress.

The 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030 took place from October 13-15. The Congress approved a report summarizing delegates' comments on the draft documents of the 14th Party Congress; a report summarizing delegates' comments on the draft documents of the 1st City Party Congress, term 2025-2030; announced the voting results of the Congress Resolution targets; and approved the Resolution of the 1st City Party Congress, term 2025-2030.

The 18th Hanoi Party Congress, term 2025-2030, took place from October 15 to 17 and was a great success. The Congress identified 10 key tasks and solutions; approved 43 main targets, 3 development breakthroughs; at the same time, concretized 7 tasks directed by General Secretary To Lam at the Congress, emphasizing the building of a strong and comprehensive Party Committee, developing Hanoi into a creative, green, smart, globally connected metropolis. The Congress Resolution sets the goal that by 2030, Hanoi will become a "Cultured - Civilized - Modern" Capital, the leading economic, financial, cultural, educational and scientific center of the country; by 2045, it will be a globally connected city, with a high standard of living and quality of life, GRDP per capita reaching over 36,000 USD...

Announcing draft documents to be submitted to the 14th National Congress of the Party

On October 15, the Central Propaganda and Mass Mobilization Commission held a press conference to officially announce the full text of the draft documents and collect public opinions, including: Draft Political Report of the 13th Party Central Committee to be submitted to the 14th National Congress of the Party; Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Draft Report summarizing 15 years of implementing the Party Charter (2011 - 2025) and proposing and guiding the supplementation and amendment of the Party Charter.

According to the plan, Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations will organize the collection of opinions from officials, Party members, people of all walks of life and overseas Vietnamese through conferences, seminars and talks; record comments through the VneiD application; and contribute comments through press agencies. The time for collecting opinions from officials, Party members and people on the Draft documents to be submitted to the 14th National Party Congress will be from October 15 to November 15, 2025.

The Central Committee of the Vietnam Fatherland Front and socio-political organizations at all levels organize to collect opinions according to the vertical system. Party committees at all levels, central and local press agencies receive letters of comments sent by the people. The Ministry of Public Security coordinates with the Central Party Office, the Central Propaganda and Education Commission and relevant agencies and units to collect opinions from cadres, party members and people on drafts on the VneID application. Vietnamese representative agencies abroad receive letters of comments from Vietnamese people abroad.

The Central Propaganda and Mass Mobilization Commission synthesizes comments from cadres, party members and people on draft documents to be submitted to the 14th National Congress of the Party.

16th ASEAN Senior Officials Meeting on Sports

On October 13-14, the 16th ASEAN Senior Officials Meeting on Sports (SOMS-16) took place in Hanoi with the participation of about 200 delegates including Ministers, Deputy Ministers, heads of sports agencies of ASEAN countries and Timor Leste, and senior officials in the regional sports sector.

The conference agreed on the orientation of the ASEAN Sports Cooperation Strategy for the period 2026-2030, which prioritizes the development of community sports, school sports, women's sports and sports for the disabled; promotes digital transformation, science and technology in sports management and training; and strengthens cooperation with partners outside the region such as Japan, Korea, China and global organizations. These are important orientations to expand cooperation, contributing to enhancing the position of ASEAN sports in the international arena.

Conference of the World Heritage Cities Organization in the Asia-Pacific region

From October 14 to 16, the 5th Regional Conference of the Organization of World Heritage Cities in Asia and the Pacific (OWHC-AP) took place in Hue city, with the participation of more than 100 domestic and international delegates from 7 countries attending the Conference including: Korea, China, Malaysia, Indonesia, Philippines, Sri Lanka and Vietnam, including nearly 30 mayors and representatives of member cities and leading heritage experts in the region.

With the theme: “Livability for sustainable development of World Heritage Cities”, the Conference focused on exchanging policies, urban management experiences, and solutions to improve the quality of life in cities with unique heritage values. The Conference also had a special session introducing the New Urban Project, chaired by the General Secretariat of the Organization of World Heritage Cities (OWHC), aiming at smart, sustainable and community-connected urban models.

During the 3-day conference, there were many rich activities such as: visiting the Complex of Hue Monuments, awarding prizes for content creation competitions and learning about World Heritage; reporting on the activities of the Regional Secretariat; announcing the host city of OWHC-AP 2027; traditional fashion exchange between Vietnam and Korea and a special Hue royal art program. In addition, the Mayoral Workshop and the Academic Workshop introduced 6 important presentations on sustainable conservation, digital technology application and the role of the community in heritage urban development.

Arrested Vo Thi Ngoc Ngan ("Ngan 98") for trading in fake food

On October 13, the Economic Police Department, Ho Chi Minh City Police Department, decided to prosecute the criminal case, prosecute the accused and issue an arrest warrant for Vo Thi Ngoc Ngan (nickname "Ngan 98"), operator of ZuBu Trading and Service Company Limited and ZuBu shop business household for the crime of "Producing and trading in counterfeit food products" under Article 193 of the Penal Code.

Since 2021, Vo Thi Ngoc Ngan has begun cooperating with a number of factories in Hanoi to order the processing of "health protection and weight loss" food products such as: Super Detox X3, X7, X1000... On paper, these are all licensed products. However, Ngan has taken advantage of the "free gift" form to sell another product called "Collagen vegetable pills". Through investigation, this "Collagen vegetable pill" is not licensed for circulation, there is no product declaration file, but Ngan still packaged and labeled it with the same brand name X3 - X7 - X1000, then advertised it as having the effect of increasing weight loss when used with the main products.

The authorities have appraised and determined that the products produced and sold by Vo Thi Ngoc Ngan do not meet the declared quality standards and are counterfeit; some samples (collagen tablets) contain the banned substances sibutramine and phenolphthalein. These are active ingredients banned from use in food because they can cause cardiovascular disorders, high blood pressure, digestive disorders and potential cancer risks, seriously affecting the health of consumers. According to data provided by delivery units, in the period 2023 - 2024, revenue from counterfeit sales will amount to hundreds of billions of VND.
