This is one of the activities within the framework of Vietnam Card Day 2025 organized by the State Bank of Vietnam. Attending the workshop were: Mr. Pham Tien Dung - Deputy Governor of the State Bank; Mr. Pham Anh Tuan, Director of the Payment Department - State Bank; representative of C06, leaders of the Vietnam National Tourism Administration - Ministry of Culture, Sports and Tourism...

The workshop focused on clarifying the inseparable intersection between the superior convenience of modern payment technology (reflected through "One Touch") and the urgent need for safety and security. Accordingly, consumer trust ("Ten Thousand Trusts") was identified as the core goal, the foundation for the sustainable development of cashless payments in the context of increasingly sophisticated high-tech crimes. To strengthen this trust, the banking industry has been resolutely implementing tasks including: institutional improvement, technological innovation, and risk management.

Multi-layered security solutions have been widely applied, notably the implementation of mandatory biometric authentication regulations for large transactions and the application of Tokenization technology (card number encryption) to ensure absolute safety for mobile transactions. The State Bank has piloted the SIMO System (fraud risk monitoring and prevention), supporting timely warnings, helping to stop/cancel money transfer transactions suspected of fraud with a total amount of more than 1.5 trillion VND as of early September 2025.

Deputy Governor of the State Bank Pham Tien Dung attended the workshop.

At the workshop, the majority of speakers agreed that only by achieving a balance between technological development speed and solid risk management capabilities can we create a modern, safe and sustainable digital financial ecosystem.

Regarding the role of the State: The State Bank plays a pioneering role in building and perfecting the legal framework, policies, as well as orienting the development of technology infrastructure, thereby leading the digital transformation process, promoting cashless payments. Many important policies have been issued such as circulars guiding the opening and use of payment accounts, bank card operations, e-wallets, etc., creating a complete and transparent legal corridor, helping customers to have easier access to banking services, regardless of geographical location, space and time. Promoting the application of data on population, identification and electronic authentication (VNeID, chip-embedded CCCD) also contributes to identifying, verifying customer information and cleaning data, supporting access to banking services.

Regarding technology infrastructure and innovation: The national payment infrastructure has been strongly upgraded, ensuring continuous, smooth and safe operation. The national interbank electronic payment system continues to play its backbone role, processing millions of transactions every day. Many new and modern technologies have been researched and applied by banks, such as fingerprint authentication, facial recognition, quick response code (QR Code), card information encryption, contactless payment (Tap To Phone, Tap To Pay), online identification technology (eKYC).

Regarding human resources and sustainable development: The banking industry is facing a major challenge in terms of skills gaps and the need for technology human resources (AI engineers, cybersecurity, digital transformation). The solution focuses on upgrading and reskilling the workforce, promoting diversity in recruitment, and building educational partnerships in the "three-house" model (State Bank - Banking Academy - Technology enterprises/Financial institutions) to create lifelong learning opportunities.

A sustainable digital payments ecosystem also includes environmental responsibility. Banks are moving towards the concept of green banking and carbon-free payments, providing transparency in data on energy consumption and carbon emissions, contributing to sustainable development goals and reducing emissions.
