The 50th session of the National Assembly Standing Committee opened on October 8.

The meeting is scheduled to last 6.5 days (October 8 afternoon, October 9 and October 13-17). National Assembly Chairman Tran Thanh Man will deliver the opening speech and, together with the National Assembly Vice Chairmen, will take turns presiding over the meeting.

Regarding legislative work, the National Assembly Standing Committee will give opinions on draft laws, including: Press Law (amended); Population Law; Disease Prevention Law; Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations; Law amending and supplementing a number of articles of the Law on Anti-Corruption; Law amending and supplementing a number of articles of the Law on Defense Industry, Security and Industrial Mobilization.

Besides, there are draft laws in the economic and financial fields such as: Law amending and supplementing a number of articles of the Law on Prices; Law amending and supplementing a number of articles of the Law on Statistics; Law amending and supplementing a number of articles of the Law on Insurance Business; Law on Tax Administration (amended); Law on Personal Income Tax (amended); Law amending and supplementing a number of articles of the Law on Public Debt Management; Law on Investment (amended).

Some other draft laws were also discussed and commented on: Law amending and supplementing a number of articles of the Law on Construction (amended); Law on Urban and Rural Planning; Law on Planning (amended); Law amending and supplementing a number of articles of the Law on Geology and Minerals; Law amending and supplementing a number of articles of laws in the fields of agriculture and environment; Law on Digital Transformation; Law on High Technology (amended); Law amending and supplementing a number of articles of the Law on Technology Transfer.

Also at the meeting, the National Assembly Standing Committee will give opinions on the Government's reports including:

Report on the summary of 5 years of implementing the National Assembly's resolution on approving the investment policy for the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period; propose the content of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2026-2030 period.

Report on the results of implementing the 2025 socio-economic development plan, the projected 2026 socio-economic development plan; results of implementing the National Assembly's resolutions on the 5-year plan for the 2021-2025 period: socio-economic development, economic restructuring.

Report on the implementation of the state budget in 2025, state budget estimates, central budget allocation plan in 2026; results of implementing the National Assembly's resolutions on the 5-year plan for the period 2021-2025: medium-term public investment; national finance and borrowing and public debt repayment; projected plans: national 5-year finance for the period 2026-2030; medium-term public investment for the period 2026-2030.

In addition, the National Assembly Standing Committee gave opinions on the handling of land rental debt of public service units; the adjustment of the National Master Plan for the 2021-2030 period; Submission No. 40/TTr-CP dated September 11, 2025 of the Government on seeking opinions on the draft Decree of the Government stipulating a number of specific policies for the development of the rocket industry; and personnel work under its authority.

At the same time, consider and decide on: allocating estimates and plans for public investment using central budget capital in 2025 for projects using increased central budget revenue in 2022 and 2023 that have completed investment procedures; adjusting and consolidating the central budget capital public investment plans in 2025 of localities after the merger.

Consider and approve: Resolution of the National Assembly Standing Committee on environmental protection tax rates for gasoline, oil, and grease in 2026; Resolution guiding the determination of the expected structure, composition, and allocation of the number of people recommended to run for People's Council deputies at all levels for the 2026-2031 term.

In particular, to promptly institutionalize the Resolution of the Politburo that has just been issued, at this meeting, the National Assembly Standing Committee will give opinions on: The National Assembly Resolution on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; Proposing investment policies for the National Target Program on modernization and improvement of education and training quality for the 2026-2035 period.

According to the practice before the National Assembly Session, the National Assembly Standing Committee will give opinions on the report on the results of monitoring the settlement and response to voters' petitions sent to the 9th Session of the 15th National Assembly; the results of receiving citizens, receiving and handling citizens' petitions and the results of monitoring the settlement of citizens' complaints and denunciations sent to the National Assembly in 2025. At the same time, it will give opinions (for the third time) on the preparation for the 10th Session of the 15th National Assembly; and give opinions on the draft report synthesizing voters' and people's opinions and petitions sent to the 10th Session of the 15th National Assembly.
