Warning: From noon on October 18 to noon on October 19, the area from Quang Tri to Quang Ngai will have moderate rain, heavy rain with common rainfall of 50 - 100mm, locally very heavy rain over 150mm. This heavy rain is likely to continue.
Therefore, the Vietnam Road Administration recommends that Road Management Areas, Departments of Construction, investors, and BOT project enterprises closely monitor weather developments; proactively deploy traffic safety plans and take measures to protect road works, bridges, culverts, warehouses, vehicles, and construction machinery to limit damage caused by natural disasters.
Concentrate forces, resolutely overcome consequences, damage, and deterioration of road works, road signs, traffic safety works and other consequences affecting traffic safety and traffic organization on roads, especially expressways, National Highway 1, Ho Chi Minh Road, roads with high traffic volume, and roads that are cut off, affecting rescue and relief work and people's lives.
Arrange guards at prohibited and temporarily suspended locations to ensure the safety of people and vehicles participating in traffic. Arrange adequate staff and safety equipment when overcoming the consequences of natural disasters. Urgently organize inspections and assessments of the technical status and quality of bridges and other river crossings, especially large bridges, weak bridges, and bridges heavily affected by flash floods on rivers and streams.
In case of ships, boats or drifting objects, which are at risk of colliding with bridge structures, the Road Management Areas and the Department of Construction shall promptly contact the units under the Vietnam Maritime and Inland Waterways Administration for handling. At the same time, report to the Vietnam Road Administration to coordinate with the Vietnam Maritime and Inland Waterways Administration to support the implementation of the above.
For major landslides causing traffic jams, leaders of the Road Management Department and the Department of Construction must be immediately dispatched to the scene; traffic diversion plans must be implemented remotely and proactively coordinated with traffic police and local authorities when diverting traffic. Promptly fix the problem, mobilize maximum machinery, equipment and human resources available in the area to ensure traffic is cleared as quickly as possible.
Project Management Boards: 4, 5 proactively implement disaster recovery work and ensure smooth traffic, ensure safety for people, construction equipment and unfinished construction items. There must be a plan to prevent the harmful effects of natural disasters to ensure the safety of the completed construction volume, ensure traffic safety and safety for auxiliary works, construction equipment, material warehouses, workshops, and living quarters for officers and workers.
