Water from the river overflowed many dikes, of which Do Tan dike overflowed more than 7km, with an average height of 1m; Vong Am dike overflowed 1km; many level III dike sections had to be urgently raised to protect residential areas.

According to the Trung Gia Commune Civil Defense Command, due to the overflowing river, many traffic routes in the area were deeply flooded, partially cut off. National Highway 3 through the Yamaha factory was flooded more than 1.5m; the road from Xuan Son to Kim Son was flooded more than 300m; provincial roads 35, 296, Minh Tri - Bac Son, Hong Ky - Bac Son all had sections flooded from 0.5 to 1.5m, many places vehicles could not move.

By the morning of October 10, the commune recorded 4,041 households with 16,417 people being flooded and isolated in 18 villages. Of these, more than 860 households with 3,400 people were moved out of the danger zone by the authorities. The evacuation points were concentrated at cultural houses, schools, office buildings and houses in high areas. Some villages were heavily affected: Do Tan, An Lac, Trung Kien, Lai Son, Do... Lai Son village alone moved 342/390 households to safety.

Trung Gia Commune Party Secretary Le Huu Manh said that the floodwaters rose quickly but receded slowly, making rescue work difficult. Trung Gia Commune People's Committee mobilized all local forces, coordinated with Artillery Regiment 86, Rescue Police Command 116, Unit Z49 and local shock forces to participate in rescue and transport necessities to people in isolated areas. Working groups were on duty 24/7 at key points to monitor and support evacuation when necessary.

On October 9, leaders of the Hanoi Party Committee, Hanoi People's Committee and the City's Disaster Prevention and Control Command directly inspected and directed the response work in Trung Gia commune. Vice Chairman of the City People's Committee Nguyen Manh Quyen requested the Trung Gia commune authorities to focus on evacuation work, absolutely not allowing any people to be isolated, lacking food or water. "In the immediate future, the priority is to save people and ensure safety of life. The city will mobilize additional forces, vehicles, rescue boats and necessities to support people as quickly as possible," emphasized comrade Nguyen Manh Quyen.

The city leaders also requested relevant departments and branches to urgently review vulnerable points at risk of landslides, especially the Do Tan dike area and the Cau River route; at the same time, directed the Department of Transport to coordinate in handling flooded areas on National Highway 3, ensuring smooth traffic for rescue work and transportation of relief goods.

Currently, the Cau River water level remains high and recedes slowly, many areas continue to be deeply flooded. The Trung Gia Commune Civil Defense Command is implementing plans for dike protection, rescue, and dike safety inspection, while requesting the city to support more vehicles, motorboats, food, and human resources to speed up the relief and disaster recovery process.

Meanwhile, military, police, militia and support units are still on duty all night at heavily flooded areas, trying to reach and transport people out of dangerous areas, ensuring that no one is left unsafe. Trung Gia commune authorities advise people to absolutely not be subjective and continue to follow the instructions of the authorities until the water recedes completely.
