Many dyke slopes have collapsed, forcing Hanoi to consider large-scale evacuation plans.

On the morning of October 10, many dike slopes collapsed in Trung Gia and Da Phuc communes, forcing Hanoi to consider large-scale evacuation plans; it is estimated that up to nearly 36,000 people could be affected.

According to the latest report of the Hanoi City Civil Defense Command, the impact of storm No. 11 caused the water level of Cau River and Ca Lo River to rise, causing landslides and widespread flooding in Trung Gia and Da Phuc communes. As of 7:00 a.m. on October 10, the entire area recorded dozens of kilometers of dikes overflowing, thousands of households isolated, and many irrigation and traffic works damaged.

In Da Phuc commune, nearly 1,000 hectares of agricultural land were flooded, many dykes and irrigation works were eroded. In particular, the Huu Cau dyke from Km18+500 to Km26+00 (7.5 km long) had water overflowing over the dyke surface, threatening the safety of residential areas inside. The commune had to evacuate 1,511 households (equivalent to more than 6,500 people) out of the danger zone.

The People's Committee of Da Phuc commune has properly operated the entire drainage system through the level III dike to prevent flood water from the river and flowing into the fields. Organized on-duty staff and deployed dynamic pumping to drain water inside the fields (Tan Hung Pumping Station: 04 pumps, Cam Ha II Pumping Station: 2 pumps, Tang Long Pumping Station: 9 pumps, Tien Tao Pumping Station: 9 pumps). Timely directed the harvest of the winter-spring rice crop, by October 10, 2025, there were still 500 hectares that had not been harvested.

The functional forces of Da Phuc commune have put up warning signs, stretched reflective ropes in the incident area, and spread tarpaulins to cover the glass in the incident area to prevent water from flowing into the subsidence. Especially for the level III dike overflow incident at location K18+500 - K26+00 of Huu Cau dike with a length of 7.5 km (the spillway crest elevation compared to the dike surface is from 0.01 m to 0.30 m), the commune has mobilized 10,600 people, 34 cars of all kinds, 04 excavators, motorbikes, tractors and 60,000 sacks of all kinds, about 3,000 m3 of soil, 30,000 m2 of tarpaulins of all kinds to respond to the incident.

In Trung Gia commune, on the afternoon of October 9, a landslide occurred across the Ha Thai railway line (through Thong Nhat, Trung Kien, and Do villages). The level IV dike in the Do Tan and Vong Am areas was overflowed for 8 km, and the water rose more than 1 meter, completely isolating 18 villages with more than 4,000 households (16,400 people).

Level IV dike (Do Tan) overflowed 7km, with a spillway height of about 1m; level IV dike (Vong Am) overflowed 1km, with a spillway height of about 1m; level III dike was built with a 400m long embankment and 60cm high corrugated iron.

Currently, the number of households isolated by flooding is in 18 villages, including 4,041 households with 16,417 people.

According to the response plan, the total number of people who need to be evacuated from flooded and high-risk areas in the two communes is up to 35,866 people. Of which, Trung Gia has 1,412 households (5,866 people), Da Phuc has 7,600 households (30,000 people). Evacuation points are arranged at cultural houses, schools, medical stations, along with the barracks of the 312th Infantry Division, the General Department of Logistics and Technology and training facilities of the Ministry of Public Security.

Military and police units are responsible for transportation, logistics, and security. The Ministry of National Defense is also ready to mobilize helicopters to support the area when it is completely cut off.

Notably, under the direction of the Prime Minister, Secretary of the Hanoi Party Committee, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, Head of the General Staff; Hanoi People's Committee assigned the Hanoi Capital Command to act as a staff center with the City Civil Defense Command to unify, command and operate the forces of the City, the Ministry of National Defense, the Ministry of Public Security and the communes of Da Phuc and Trung Gia to respond to the incidents of landslides and flooding.

The Hanoi People's Committee assigned the Department of Agriculture and Environment, the People's Committee of Da Phuc Commune, and the 12th Corps/Ministry of National Defense to coordinate patrols and keep watch to promptly detect incidents on level III dykes, use flare guns and communication means to notify, warn, mobilize forces to overcome and proactively evacuate people;

The leaders of Hanoi City assigned the communes of Da Phuc and Trung Gia to develop plans to evacuate people according to each level of impact (evacuate on the spot, evacuate to the barracks of the Army and Police units in the area), agree with the Hanoi Capital Command on the forces, means of transport, and logistics supplies; report and propose that the City supplement funding for the locality to overcome the consequences of landslides and flooding; Assign the City Police to coordinate with the Hanoi Capital Command and units of the Ministry of National Defense to carry out the work of evacuating people; take the lead in coordinating with relevant forces to ensure security, safety of the area and people's property during evacuation.

In particular, Hanoi established a "Forward Command Headquarters", in which the Ministry of National Defense is commanded by Lieutenant General Le Quang Dao, Deputy Chief of the General Staff; the Hanoi People's Committee is commanded by Vice Chairman Nguyen Manh Quyen.

A total force of 1,270 officers and soldiers were mobilized for rescue, including forces from the General Staff, the Capital Command, the 12th Corps, the Chemical Corps, Factory Z49 and the City Police. Along with that were 20 military trucks, 33 motorboats and thousands of sacks, dike protection materials, tens of thousands of meters of tarpaulins, earth and rocks mobilized continuously for many hours.

The forces have coordinated closely with local authorities to pump water, reinforce the dykes, erect warning barriers, organize evacuations and supply food to isolated areas. By the morning of October 10, the water level of the Ca Lo River began to decrease slightly (about 3 cm), but the risk of re-flooding and landslides remains very high.
