Ninh Binh: Authorization to issue, adjust and revoke Business Eligibility Licenses for karaoke and discotheque services

The People's Committee of Ninh Binh province issued Decision No. 375/QD-UBND dated August 11, 2025 on the authorization to grant, adjust and revoke the License for eligibility to conduct karaoke services and discotheque services under the authority of the Provincial People's Committee in Ninh Binh province.

Accordingly, the People's Committee of Ninh Binh province authorizes the Director of the Department of Culture and Sports to issue, adjust and revoke the License for eligibility to conduct karaoke services and discotheque services in Ninh Binh province under the authority of the Provincial People's Committee as prescribed in Decree No. 148/2024/ND-CP dated November 12, 2024 of the Government amending and supplementing a number of articles of Decree No. 54/2019/ND-CP dated June 19, 2019 of the Government regulating the business of karaoke services and discotheque services.

Term of authorization: From the effective date of this Decision to December 31, 2030. The authorization will terminate before the term in case the law provides otherwise.

The Department of Culture and Sports is responsible before the law and the Provincial People's Committee for performing the tasks specified in Article 1 of this Decision. Periodically every 6 months, 1 year or suddenly when requested, report the results to the Provincial People's Committee.

This Decision comes into force from the date of signing and promulgation.

The People's Committee of Ninh Binh province authorizes the Director of the Department of Culture and Sports to issue, adjust and revoke Business Eligibility Licenses for karaoke services and discotheque services in Ninh Binh province under the authority of the People's Committee of the province.

In addition, the People's Committee of Ninh Binh province also abolished the provisions of: Decision No. 1751/QD-UBND dated December 18, 2024 of the People's Committee of Ha Nam province on authorization to issue, adjust and revoke Licenses of eligibility to conduct karaoke services and discotheque services in Ha Nam province; Decision No. 02/QD-UBND dated January 3, 2025 of the People's Committee of Ninh Binh province on authorization for the Department of Culture and Sports to carry out procedures for issuing, adjusting and revoking Licenses of eligibility to conduct karaoke services and discotheque services in Ninh Binh province; Clause 4, Article 1 of Decision No. 04/2011/QD-UBND dated March 22, 2011 of the People's Committee of Nam Dinh province on authorization, decentralization of management and organization of implementation of a number of fields in Nam Dinh province.
