
Each house is a love, demonstrating responsibility, comradeship, compatriotism, and sharing of the whole community towards the poor, the disadvantaged, people in remote areas, ethnic minorities, at the same time, realizing the Party's policies and guidelines; demonstrating the goals, good nature, and superiority of our regime, our Party with the ideology "People are the root"; "no one is left behind"; socio- economic development associated with ensuring fairness, progress, and social security.
Replicating good practices
Pursuant to Directive No. 42/CT-TTg dated November 9, 2024 on accelerating the implementation of the elimination of temporary and dilapidated houses nationwide, the Prime Minister assigned the Ministry of Construction to preside over the implementation of the Housing Support Program for people with revolutionary contributions, martyrs' relatives and Project 5 - Housing support for poor and near-poor households in poor districts (in Decision No. 90/QD-TTg dated January 8, 2022 approving the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period).
Responding to the call of the Government and the Ministry of Construction, many construction units across the country have contributed working days and materials, and together with localities, accelerated the progress of eliminating temporary and dilapidated houses, lighting up dreams for poor households and policy households.
After nearly a year of living in the new house, Mrs. Pham Thi Lien (72 years old, residing in Khanh Cuong commune, Quang Ngai) seems to be healthier and sleeps well at night. Mrs. Lien smiles happily, saying that this new house was built as a gift by the agencies and units, but she is old and poor, and does not have enough money to repair the minor damages to the house, let alone build a new, spacious house like this.
Previously, in 2024, Ms. Lien received information that Deo Ca Group, the contractor in charge of constructing the North-South Expressway through the province, would support 50 million VND to work with related units to build her a new, solid 60m2 house, replacing the dilapidated house. "Now, living in a new, safe and warm house, no longer having to worry about drafts or rain leaks, I feel very secure. Thank you to the Party, the Government and the units and businesses that have extended their arms to help poor people like us," Ms. Lien was moved.
The representative of the Quang Ngai-Hoai Nhon Expressway Project Management Board of Deo Ca Group said that, as the direct construction force in the locality in the past time, the unit has somewhat understood the difficulties and hardships of the people in the project area. For that reason, the Group has expressed its desire to join hands with Quang Ngai province to complete the program of eliminating temporary and dilapidated houses, helping people have stable housing. Accordingly, Deo Ca Group has donated 200 million VND to support 4 families in the area with housing difficulties.
Quang Ngai provincial leaders assessed that, in addition to the drastic participation of local Party committees and authorities, there was also the cooperation of the whole society and the business community in the area, including construction units and enterprises that increased social resources to implement this "command from the heart".
The provincial leaders also expressed their wish that all people in the area will live in safe, durable houses, settle down and have a stable job thanks to the sharing of society and expect to basically complete the basic goal of eliminating temporary and dilapidated houses in the area ahead of the Government's required schedule, which has so far reached about 90%.

According to the Department of Construction of Quang Ngai, in addition to contributions from local construction officials and employees, supporting funding to eliminate temporary and dilapidated houses, many officials also participate in groups and call for support from the community to help those in difficult housing situations. As a consulting unit on design, funding, etc. in the campaign to eliminate temporary and dilapidated houses in the locality, the Department of Construction of Quang Ngai designs house models for people to choose from, suitable for construction funding sources; develops a plan to supply input materials, especially burnt bricks to ensure that all cases of housing funding support can buy bricks, etc.
Six lessons learned
At the conference summarizing the Program and Emulation Movement "The whole country joins hands to eliminate temporary and dilapidated houses" chaired by Prime Minister Pham Minh Chinh recently, Minister of Construction Tran Hong Minh reported on the results and experiences in implementing housing support programs, and at the same time drew 6 lessons learned in effectively implementing housing support programs.
Regarding housing support policies for people with meritorious services and relatives of martyrs, the Prime Minister issued Decision No. 21/2024/QD-TTg dated November 22, 2024. Accordingly, people with meritorious services to the revolution and relatives of martyrs will receive state budget support of VND 60 million/household for new construction; VND 30 million/household for renovation and repair. Depending on actual conditions, localities can mobilize other legal capital sources (local budget, socialization,...) to increase the support level.

Regarding the support policy under the National Target Program on Sustainable Poverty Reduction, according to Decision No. 90/QD-TTg dated January 18, 2022 of the Prime Minister, poor and near-poor households are supported with 60 million VND/household to build new houses and 30 million VND/household to renovate and repair houses.
“With the strong direction of the Party, Government and Prime Minister, the coordination of ministries and branches, the participation of the entire local political system, promoting the spirit of community, neighbors and clans joining hands to help policy households build houses, both programs have now been basically completed,” Minister Tran Hong Minh emphasized.
Specifically, by July 27, 2025, the whole country had basically completed the housing support policy for people with revolutionary contributions, supporting 34,754/36,869 households, reaching 94.3% and completed in full before August 31, 2025.
Regarding housing support for poor and near-poor households, by July 27, the whole country had supported 89,484 households (reaching 100% of the Project), of which, support was completed for 82,245 households (55,748 new households, 26,497 households were repaired); continued to support 3,649 households and completed before August 31, 2025.

Through the implementation process, the Ministry of Construction has drawn 6 lessons learned to effectively implement housing support programs.
SIX LESSONS LEARNED:
Firstly, the locality that has focused leadership, direction, promoting the role and attaching responsibility to the head in implementing housing support will be successful. The local government is the unit that decides the success of the program.
Second, policies need to be clear and specific, and implementation instructions need to be simple, easy to understand, and easy to implement for the grassroots.
Third, develop a specific plan to organize, implement, decentralize, delegate authority reasonably, and assign specific responsibilities to each level of government and each specific individual in the spirit of the Prime Minister's 6 clear instructions: "clear people, clear work, clear time, clear responsibility, clear products, clear authority".
Fourth, encourage the community, businesses, and organizations (Youth Union, Women's Union) to participate in helping with labor, materials, etc. in the spirit of "whoever has something contributes".
Fifth, establish a regular inspection and monitoring mechanism from the central to local levels, and strengthen the role of the Front in monitoring program implementation.
Sixth, arrange capital sources promptly, fully, and synchronously among capital sources, and disburse quickly to implement on schedule.
Minister Tran Hong Minh stated that through the completion of these two programs, the new, spacious houses not only contribute to improving the living conditions of meritorious people, poor and near-poor households, but also contribute to strengthening the great solidarity bloc and enhancing people's trust in the policies of the Party and State.
“In the context of a difficult macro-economy and limited state budget, ministries, localities and units have achieved very impressive results in a very short time (5 months beyond the original plan), thanks to the great efforts of the entire political system from the central to local levels, and the active and widespread participation of organizations, communities, people and businesses.”
From large-scale infrastructure projects to programs to eliminate temporary housing and support the poor, the Ministry of Construction is demonstrating the strong influence of patriotic emulation movements. Each project is a living testament to the spirit of daring to think and daring to do for the sustainable development of the country.
