Identifying the decisive and key role of science and technology (S&T) development, innovation and digital transformation (DCT) in the new era, immediately after Resolution 57-NQ/TW was issued, Tuyen Quang province organized to thoroughly disseminate and propagate the content of the Resolution to Party committees, authorities and the entire political system, and at the same time concretize it into action programs and implementation plans at each level and each sector. Up to now, the tasks have been basically completed according to the set schedule. The tasks of phase I under Plan No. 02-KH/BCĐTW of the Central Steering Committee have been basically completed, 100% of communes and wards of Tuyen Quang province have achieved green coverage, ensuring conditions for effective operation of the Provincial and Commune-level Public Administration Service Centers. Basically completed 33/78 assigned tasks, especially 24/25 key tasks according to the Central Plan, ensuring 100% of communes and wards have uninterrupted transmission lines, and at the same time established 1,833 community Digital Technology teams to support people.

However, according to the assessment of the Department of Science and Technology, in the implementation process, there are still some limitations and problems such as: Some communes and wards lack human resources with information technology qualifications, limited skills in using commune-level information systems, equipment and facilities are not synchronized; the information system for handling administrative procedures of the province connects and shares data with the specialized system of the Central Government sometimes has errors; some interconnected administrative procedures have not been fully connected...

With the motto "Taking people and businesses as the center, the main subject, resource, and driving force, scientists as the key factor, the State plays the leading, promoting, and creating the most favorable conditions for the development of science and technology, innovation, and digital transformation", in recent years, Tuyen Quang has marked many steps forward in applying science and technology, promoting digital transformation, creating a lever for the province's socio-economic development, many businesses have proactively changed their thinking, innovated their management methods, and boldly applied digital platforms and digital technology to production and business.

Mr. Nguyen Huu Thap, Chairman of the Tuyen Quang Provincial Business Association, said that the province currently has more than 2,700 enterprises operating in many fields. Implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, in recent times, the business community in the province has proactively transformed digitally, actively innovated technology in production and business and gradually achieved certain results.

In the manufacturing sector, advanced technology has contributed to improving labor productivity, reducing dependence on human power, limiting errors, and improving product quality. More importantly, digital transformation helps businesses increase their ability to adapt to market fluctuations, seize opportunities faster, and create a solid foundation for sustainable development in the context of digital economic integration.

The involvement of the political system

In the 2025 - 2030 term, Tuyen Quang province identifies the development of science, technology, innovation and digital transformation as the main driving force towards the goal of improving the quality of economic growth and labor productivity; proactively implementing the motto "locality decides, locality does, locality takes responsibility"; promoting the spirit of daring to think, daring to do, daring to innovate, making breakthroughs to build Tuyen Quang province into a province with fast and sustainable development.

This task has been specified by many targets and figures, notably: Gross Regional Domestic Product (GRDP) reaches 170,000 billion VND. The average growth rate of Gross Regional Domestic Product (GRDP) (at 2010 comparative prices) in the period 2026 - 2030 reaches 10.5%/year. Gross Regional Domestic Product (GRDP) per capita by 2030 (current prices) reaches 95 million VND/person. The proportion of digital economy reaches at least 20% of GRDP. State budget revenue in the area strives to reach 12,000 billion VND... These are considered high targets, requiring the drastic and strong participation of the entire political system.

Comrade Pham Ninh Thai, Director of the Department of Science and Technology, said: In order for science and technology, innovation and digital transformation to truly create breakthroughs in productivity, quality, efficiency, adaptability, resilience and economic competitiveness in the new era, the Department of Science and Technology will advise departments and branches to complete the Human Resources Development Project, prioritizing the building of a team of high-quality human resources and experts in the province's strengths. At the same time, advise the province to issue mechanisms and policies to "roll out the red carpet" to encourage businesses to invest in high-value-added industries such as smart tourism, manufacturing and processing industry, high-tech agriculture, renewable energy. Along with that, promote the implementation of key projects on digital transformation, agriculture, smart industry... towards forming strategic technology products, typical agriculture, making important contributions to the economic structure of the province.

With the synchronous participation of the entire political system and all classes of people, digital transformation in the province is gradually going into depth and substance, in line with the Government's consistent guiding viewpoint of "taking people and enterprises as the center, subject, goal and driving force of digital transformation".
