People "wait" for the nearly 440 billion VND agricultural product processing project

On the afternoon of June 13, following the feedback from the people of Hung Nhan commune, Vinh Bao district, Hai Phong city, we were present at the project area of ​​​​the complex of pre-processing, processing, and preserving high-tech agricultural and food products invested by Hien Le Trading and Service Company Limited, headquartered in Hai Duong province.

The large, square plot of land located next to National Highway 10 from Hai Phong City to Thai Binh Province, across Nghen Bridge, is surrounded by a wall higher than a person's head, overgrown with weeds due to being left unused for a long time.

Talking to Nguoi Dua Tin , the representative of the People's Committee of Vinh Bao district, Hai Phong city, informed that the project of high-tech agricultural and food processing, preservation and processing complex invested by Hien Le Trading and Service Company Limited (Agricultural processing project) was approved by the City People's Committee in 2021.

The project has a scale of 8 hectares, total investment capital of nearly 440 billion VND with an expected capacity of 24,000 tons of raw materials/year. This is the first large-scale agricultural processing project of Vinh Bao district with the aim of expanding the production area, meeting the needs of domestic and international markets.

The project serves the preliminary processing, processing and preservation of agricultural products and food in many localities of Vinh Bao district, Hai Phong city, mainly in 3 communes of An Hoa, Thanh Luong, Dong Minh with a total area of ​​initial raw material production of about 200 hectares, later expected to increase to 300 - 500 hectares.

At the groundbreaking ceremony of the Agricultural Products Processing Project in Hung Nhan Commune, Vinh Bao District, the investor representative (Hien Le Trading and Service Company Limited) committed to building the project on schedule, completing it soon, putting it into operation in the second quarter of 2026, creating more jobs for workers in Vinh Bao District, expanding the raw material growing area of ​​the District and the provinces of Thai Binh, Nam Dinh, Ha Nam, Hai Duong...

However, after nearly 10 months since the groundbreaking ceremony, the agricultural product processing project in Hung Nhan commune is still "lying still". After being handed over the entire 8-hectare clean land, the investor leveled the land, built a surrounding wall, and then left it there for weeds to grow wildly.

Faced with this situation, local people are "restless" because they are worried that this project will be similar to the Haphofood vegetable and fruit processing factory project in Tien Lang industrial cluster, Tien Lang district, Hai Phong city, with a total investment of nearly 2,000 billion VND, a scale of 150,000 tons of raw materials/year.

The Haphofood fruit and vegetable processing factory project was approved by the Hai Phong City People's Committee in April 2019 and started construction in May 2019. However, in September 2021, the investor (Haphofood Company Limited) sent a document requesting to stop the project investment activities.

On the afternoon of June 13, informing Nguoi Dua Tin about the reason for the slow implementation of the agricultural product processing project in Hung Nhan commune, Vinh Bao district, Hai Phong city after the groundbreaking ceremony, a representative of Hien Le Trading and Service Company Limited said that currently, some procedures according to regulations on the enterprise side have not been completed. In which, mainly the procedures related to environmental impact assessment.

“Currently, the company is urgently coordinating with relevant local authorities to complete the remaining procedures according to regulations. If all goes well, we expect to start implementing the project in August 2024,” he said.

Talking to Nguoi Dua Tin, Mr. Vu Xuan Quang - Permanent Vice Chairman of Vinh Bao District People's Committee, Hai Phong City, said that the authorities and people of Vinh Bao District are looking forward to and expecting the Agricultural Product Processing Project in Hung Nhan Commune to ensure a stable and high output for many types of local agricultural products such as soybeans, vegetables, fruits and all kinds of vegetables. At the same time, it will create jobs for a part of the district's labor force.

“To facilitate the investor to implement the project, Vinh Bao district authorities have focused on site clearance and have handed over the entire clean site. Currently, the business is completing procedures related to a number of city departments and branches. We hope that the business will soon implement and put the project into operation after completing the procedures as committed,” said Mr. Vu Xuan Quang .
