
On the afternoon of September 22, Chairman of Vinh Bao Irrigation Works Exploitation Company Limited, Le Minh Tan, informed that in order to proactively respond to the storm near the East Sea (storm RAGASA), from the night of September 21, the company directed irrigation stations in 7 communes: Vinh Bao, Vinh Am, Vinh Thuan, Vinh Hai, Vinh Hoa, Vinh Thinh, Nguyen Binh Khiem to organize the operation of sluices under the dike to lower the buffer water level on the canals in the area.
By the morning of September 22, all canals in the communes had their buffer water levels lowered to the lowest level, ensuring the safety of more than 10,000 hectares of rice and crops in case of storms.
On September 22, the company set up teams to go to the base to inspect the irrigation system in the area, readying human resources, materials, and equipment for storm prevention. Additional sources of soil and bagged sand were gathered at key culverts including: Gao, Hoi Am, Dong Am, Ba Dong, and Chanh Chu culverts.

The company also conducted a trial run of the drainage stations: Old Thuong Dong, New Thuong Dong, and Cong Hien to pump water into the river in case of heavy rains that could cause local flooding. At the same time, it arranged forces to be on duty at the drainage culverts and pumping stations to proactively operate the system to promptly deliver water to the river when required.
