Term 2020 - 2025: Tra Vinh achieved and exceeded 21/26 resolution targets

According to the report at the conference, in the first 6 months of 2025, the entire political system of Tra Vinh province urgently implemented major policies and decisions of the Party and State on streamlining the organizational apparatus, rearranging administrative units at the provincial and commune levels, and ending the operation of district-level administrative units.

At the same time, all levels and sectors have focused and made great efforts to implement the targets of the Provincial Party Congress Resolution for the 2020-2025 term. Despite the large workload and many contents that need to be implemented simultaneously, with a high spirit of determination, the whole province has made efforts to implement socio -economic development tasks and preparations for administrative unit arrangement, achieving many positive results.

Gross regional domestic product (GRDP) increased by 8.25% over the same period, region I increased by 3.64%, region II increased by 12.76%, region III increased by 7.15%, product tax minus product subsidy increased by 5.49%.

Total budget revenue was 11,813 billion VND, reaching 79.81% of the estimate; domestic revenue was 3,380 billion VND, reaching 50.58% of the estimate. The education sector continued to be improved. Culture, sports and tourism had positive developments. Ethnic and religious work was well implemented; social security was focused, with the mobilization of resources to support the construction of 2,289 houses for poor households, basically completing the elimination of temporary houses for households with housing difficulties.

Labor and employment work has achieved remarkable results. In the first 6 months of the year, the province has introduced 1,608 workers to work abroad for a limited period, exceeding the plan by 78.6%. Political security and social order and safety are stable. Administrative reform continues to have many positive changes.

Implementing the resolution of the Provincial Party Congress for the 2020-2025 term, Tra Vinh has achieved many important achievements in various fields, with 21/26 implementation targets achieved and exceeded compared to the Resolution.

Party building and political system building continued to be focused on. More than 90% of grassroots party organizations and party members successfully completed their tasks (exceeding the resolution target by 80%). The whole province admitted 7,297 new party members.

The economy maintains a stable growth momentum, the average 5-year GRDP growth rate is estimated at 5.55%; the economic scale is 1.7 times higher than in 2020. GRDP per capita by the end of 2025 is expected to reach 102 million VND, an increase of 41 million VND compared to 2020.

Domestic revenue increased by an average of 5.91% per year. Total social investment capital was over 160,000 billion VND, reaching 100.18% of the set target. The economic structure shifted positively. The proportion of industry - construction - services accounted for 74.05% of GRDP.

The new rural development program has achieved many important results. The province has mobilized more than 11,875 billion VND to invest in the program. To date, 100% of communes have met new rural standards; 69.41% of communes have met advanced standards; 17.64% of communes have met model standards. 100% of district-level units have completed the new rural tasks; 22.2% of units have met advanced new rural standards. Tra Vinh will complete the new rural construction task in 2024.

The socio-cultural sector continues to have positive changes. Education, healthcare, science and technology, and sports have developed steadily. Poverty reduction, care for meritorious people, and social security have been effectively implemented. By the end of 2025, the poverty rate in the province will be 0.72%, of which poor Khmer households account for 1.16%.

Cultural and sports activities associated with building a new cultural life, new rural areas, and civilized urban areas continue to spread strongly. National defense and security are firmly consolidated.

At the conference, delegates focused on discussing preparations for the completion of district level, consolidation and merger to establish new communes and wards; preparations for the commune-level Congress (after the merger), and preparations for moving to the new headquarters...

Concluding the conference, Provincial Party Secretary Ngo Chi Cuong said that 2025 marks a major historical turning point in streamlining the apparatus of our country's political system, with the merger of provinces, the end of district-level activities, the merger of communes, and the establishment of two-level local governments. However, this is only the starting point for a new historical period. The success of this process requires determination, consensus, and drastic and creative actions from Party committees and authorities at all levels, sectors, and localities.

The Provincial Party Secretary requested that in the coming time, units urgently stabilize their organizational structure, arrange personnel appropriately, ensure smooth and effective operations, and avoid work interruptions that affect people and businesses.

Proactively select, arrange, and assign appropriate, qualified staff to meet requirements and tasks, ensuring democracy, fairness, and compliance with regulations; at the same time, effectively implement personnel policies.

Agencies and units need to coordinate closely with the focal agency in moving, handing over, and managing assets and equipment to avoid loss and waste. The handover of work must be specific to each level, sector, and field, ensuring that the new apparatus can access and operate effectively, serving the people and businesses well. At the same time, it is necessary to focus on editing, digitizing, and storing documents in accordance with regulations.

The Provincial Party Secretary also requested to focus on directing the preparation for organizing party congresses at all levels for the 2025-2030 term. Continue to do well in political and ideological education; propagate to create consensus among cadres, party members and people in the process of implementing the policy of restructuring the apparatus.

Commune level continues to review potential socio-economic indicators to concentrate efforts on implementation. Strengthen the fight to prevent and repel crimes of smuggling, trade fraud, counterfeit goods, copyright infringement, and intellectual property rights infringement. Ensure to maintain political security , social order and safety .
