According to the report of the Ministry of Public Security , from surveys and assessments of the implementation situation in localities, the Ministry of Public Security has sent documents to the People's Committees of provinces and cities on the bottlenecks encountered according to 5 key task groups "institutions, infrastructure, data, security, resources". Completed decentralization of settlement for 51 administrative procedures under the jurisdiction of the district-level police, expanded the jurisdiction at the commune-level police. Completed integration, providing online the entire process for 10/25 online public services according to Plan No. 02 KH/BCĐTW and completed the development of software for the system to process records and return results of granting identification to foreigners and interface for foreigners...

For Ministries and branches, through review, it was determined that 21/25 online public services can be fully deployed in terms of data, 4 public services are focusing on striving to complete the process. At the same time, the publication of 976 administrative procedures has been completed, reaching 100% of the total number of procedures that must be published according to regulations.

In addition, in the work of supporting and guiding Provincial Party Committees, City Party Committees, ministries, branches and localities in the work of digitizing documents according to regulations, the Ministry of Home Affairs has coordinated with FPT Group to transfer technology to build software to manage digital archives and solutions to ensure technical infrastructure of digital archives for localities in the process of reorganizing administrative units. At the same time, organizing working groups to 15 localities to inspect, guide and support the management, storage of records and digitization of documents when implementing 2-level local government and is continuing to support the remaining localities.

Also at the meeting, the Ministry of Science and Technology said that, to date, 29/34 provinces have completed the DC/cloud data center infrastructure; 26/34 localities have completed the arrangement of service equipment at the Public Administration Center and completed the network transmission lines at these centers.

Regarding the publicization of administrative procedures, 17/34 provinces completed the announcement of new administrative procedures, 19/34 provinces issued instructions on implementing administrative procedures transferred to the commune level after abolishing the district level, 14/34 provinces issued procedures for handling administrative procedures and application forms, 23/34 provinces announced the addresses of public administrative centers and support points for people to perform public services, 27/34 provinces announced hotlines to support people and businesses...

Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung requested ministries, branches and localities to continue to strengthen information and propaganda work on mass media and social networks so that people can clearly understand, agree and avoid confusion when changing the government operation model. In addition, based on functions and tasks, continue to closely coordinate, urgently review and complete items on institutions and architecture, technical infrastructure, data, applications serving people, businesses and operations of agencies, etc. to deploy according to the new model to ensure smoothness and efficiency from July 1, 2025.
