
Up to now, Ninh Binh province has completed the construction of more than 2,680 m of the system of service roads and fences; eliminated 271 self-opened paths out of a total of 499 self-opened paths across the railway. Ninh Binh Provincial People's Committee is focusing on directing relevant units to accelerate the implementation of the Investment project on construction of service roads along the Hanoi - Ho Chi Minh City railway line. The completed project will form more than 5,170 m of service roads and eliminate 79 more self-opened paths across the railway in the province.
According to Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son, in order to ensure order and safety of railway traffic, Ninh Binh Provincial People's Committee has issued a Plan to implement Directive No. 22/CT-TTG dated August 18, 2025 of the Prime Minister on strengthening solutions to ensure order and safety of railway traffic in the new situation; in which the Department of Construction is assigned to coordinate with the People's Committees of communes and wards where railways pass through and railway management agencies to strengthen measures to prevent, detect, stop and promptly handle acts of encroachment on land reserved for railways; coordinate with the Department of Finance to advise the Provincial People's Committee to arrange funding to support localities in eliminating self-opened paths across railways.
Ninh Binh Provincial Police directed police units and localities to strengthen inspection of road vehicle drivers participating in traffic at level crossings and self-opened paths; check compliance with safety regulations for railway vehicles... to promptly detect and strictly handle violations according to regulations.
Ninh Binh Provincial People's Committee directs the People's Committees of communes and wards with railways passing through to strictly manage and prevent the emergence of new self-opened paths in the area; review, count, and classify illegal constructions, constructions that affect railway traffic safety and propose solutions according to regulations; carry out site clearance to build service roads and fences in the area; manage, use, and maintain service roads and fences according to regulations; strictly manage land reserved for railways, clear encroaching constructions, violations, and illegal use of railway traffic safety corridors and railway traffic infrastructure; propagate and mobilize people to close self-opened paths in areas where service roads have been built. At self-opened paths that cannot be immediately removed, localities should implement temporary solutions such as: allocating funds to organize security, supplementing the missing sign system, placing signs to restrict road vehicles, building bumps and speed bumps to warn vehicles, etc.
Ninh Binh Provincial People's Committee requests the Vietnam Railway Authority and Vietnam Railway Corporation to direct their subordinate units to preside over and coordinate with the People's Committees of communes and wards where railways pass through and relevant agencies and units to set up boundary markers for railway land; hand over to the People's Committees of communes and wards to manage boundary markers for railway land according to the provisions of law; organize the review, statistics and classification of works violating the railway traffic safety corridor; hand over violation records to local authorities for monitoring and handling according to regulations; implement measures to protect and prevent encroachment on the railway traffic safety corridor; clear the view at self-opened paths and works violating the railway traffic safety corridor.
