Should build a system of experts to support businesses

Hanoi has many advantages for innovative startups thanks to the concentration of many universities and high-quality human resources... This is an important foundation for the capital's enterprises to develop and produce many quality technology products. In order for enterprises to grow and become high-tech enterprises, the City needs to have open preferential policies for experts, especially foreign experts, such as exemption and reduction of income tax; simplifying residence procedures, and at the same time increasing support for training digital technology talents to create a competitive advantage in human resources.

In addition, the City needs to have preferential tax policies so that businesses are willing to invest and invite domestic and foreign technology experts to participate in supporting businesses. Because the cost of experts is often very high, the tax mechanism needs to be open and preferential to create conditions and encourage businesses. Income from salaries and wages related to scientific , technological and innovation tasks of researchers at science and technology enterprises should be considered as income not subject to personal income tax. In addition to establishing a fund to help businesses develop, Hanoi should build a system of experts to support businesses, because small and medium enterprises still face difficulties in building apparatus and operations.

There will be many solutions to support businesses in the coming time.

The Hanoi Department of Finance was assigned to develop a project to support small and medium-sized enterprises in Hanoi for the period 2026 - 2030. Up to this point, the project has been completed and is about to be submitted to the competent authority for approval.

The project is designed in a dual and sustainable direction, both designing a group of tasks and solutions to directly support small and medium enterprises, and developing an ecosystem to support and nurture small and medium enterprises. According to the draft project, many solutions to support businesses will be deployed in the coming time. In particular, consulting support for small and medium enterprises will be provided through Hanoi's network of consultants; consulting costs support; renting and purchasing digital transformation solutions, AI application solutions. At the same time, organizing training courses on business startups, business administration (basic and advanced), innovation, digital transformation, green transformation....

Notably, business households will receive free consultation and guidance on procedures for establishing and converting businesses. Newly converted businesses will receive free consultation and guidance on tax and accounting procedures for the first 3 years. In the coming time, the City will allocate land funds (at least 5% or 20 hectares/industrial park) for small and medium-sized enterprises to lease; support a minimum reduction of 30% of land rental fees for the first 5 years. At the same time, small and medium-sized enterprises will receive legal advice and improve their legal capacity related to business management.

Increased connectivity will create a strong innovation ecosystem

In the era of national development, the business community plays a central role - both as a driving force for innovation and as a key force for value creation and integration into the global economy. The strong development of businesses, especially innovative start-ups, not only creates jobs and improves lives but also helps build an independent and autonomous economy and increase national competitiveness. I understand that the Hanoi People's Council has issued Resolution No. 16/2025/NQ-HDND stipulating a number of specific expenditure contents and levels to support small and medium-sized enterprises in the city for the period 2026 - 2030. In the draft document submitted to the 18th Congress of the Hanoi Party Committee, private enterprises are mentioned as important in the city's development. This is a testament to the City's determination to accompany and promote comprehensive business development.

In order for support policies to be truly effective, in my opinion, the City needs to develop a set of clear criteria for measuring results, based on actual business results instead of just relying on the number of operating enterprises. Strengthening the connection between entrepreneurs and investors, universities and research institutes will create a stronger innovation ecosystem. In addition, it is necessary to encourage public-private cooperation through co-financing mechanisms; enhance practical training for young entrepreneurs on governance, strategic thinking, adaptability to new technologies, leadership skills and risk management. At the same time, the supervisory role of professional associations needs to be enhanced, helping to ensure transparency and prevent group interests. Entrepreneurs in the new era not only need a favorable environment but also need substantial accompanying policies to maximize their potential, contributing to building a prosperous economy and society.
