Prime Minister requests "talk less, do more" to speed up public investment disbursement

This is the 4th conference this year on public investment, held directly at the Government headquarters and online with 34 provinces and cities.

Also attending the conference were Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Mai Van Chinh; leaders of ministries, branches, central agencies; leaders of provinces, cities, and economic groups.

In his opening speech at the conference, Prime Minister Pham Minh Chinh emphasized that there is less than a quarter left until the end of 2025. The whole country must implement urgent solutions to complete the goals and tasks assigned by the Party and the National Assembly. To achieve the growth target of more than 8% in 2025, creating momentum, creating momentum, creating force for double-digit growth in the following years, one of the growth drivers is investment, including public investment.

During this term, the entire Party, the entire political system, the entire army and the entire people have resolutely implemented solutions to increase revenue, reduce expenditure, and allocate resources for increasing public investment. Accordingly, public investment capital for the entire term increased by 55% compared to the previous term. Up to now, the disbursement of public investment capital has been basically well implemented, avoiding widespread investment. In 2025 alone, public investment will be about 1.11 million billion VND and strive to disburse 100%, contributing to promoting development and growth targets.

In the context of the whole country carrying out many important tasks, with a huge workload, the Prime Minister requested leaders of ministries, branches, agencies and localities to promote the sense of responsibility and conscience towards the nation, the people, and focus on directing and organizing the disbursement of public investment, contributing to promoting socio-economic development and improving the material and spiritual life of the people.

The Prime Minister said that, according to the synthesis up to October 16, the whole country had only disbursed 455 trillion VND of public investment, reaching 50.7%, lower than the requirement. Of which, 29 ministries, central agencies and 18 localities had disbursement rates below the national average. Recently, the Politburo issued Regulation No. 366-QD/TW on reviewing, evaluating and classifying the quality of collectives and individuals in the political system, in which the results of directing and organizing the implementation of public investment disbursement are a criterion.

Emphasizing that “each house built, each project and work completed brings joy, excitement and happiness to the people, contributing to the development of the country”, the Prime Minister asked delegates to focus on reviewing and evaluating the results of public investment disbursement, clarifying the reasons for slow public investment disbursement in a number of ministries, branches, agencies and localities, while having the same conditions and legal basis.

According to the Ministry of Finance, the total state budget public investment plan for 2025 assigned by the Prime Minister is over VND897 trillion. The total capital allocated by ministries, central agencies and localities is over VND871 trillion, reaching 97.1% of the capital plan assigned by the Prime Minister; the remaining capital that has not been allocated in detail is VND26,202 billion. By the end of October 16, 2025, there were 9 ministries, central agencies and 16 localities with disbursement rates above the national average.

According to the Ministry of Finance, disbursement of public investment capital is identified as one of the key political tasks. The Government and the Prime Minister have paid close attention and given strong direction right from the beginning of the year, directing the organization of many national conferences and issuing a series of telegrams and directives.

The Prime Minister and Deputy Prime Ministers regularly work with localities to directly direct and resolve problems and difficulties in institutions, processes, regulations, etc., and inspect the progress and quality on the ground of important national works and key projects.

To enhance discipline, order, speed up implementation and disbursement of public investment capital, the Prime Minister issued a Decision to adjust the central budget capital plan from ministries and localities with low disbursement to ministries and localities in need of additional capital to speed up implementation progress; there were many telegrams to promote public investment disbursement.

In particular, the Government and the Prime Minister have directed the amendment, supplementation and adjustment of regulations of many laws, decrees and resolutions to remove difficulties and obstacles; strengthen decentralization, decentralization, cut and simplify processes, procedures, records, and digitize the entire process of approval, allocation, payment and settlement of public investment capital.

Under the drastic management, the work of arranging and disbursing public investment capital has achieved many outstanding results. State budget capital is focused on key infrastructure projects, highways, airports, high-speed railways, creating new development momentum for regions and localities.

Since the beginning of the year, the country has completed more than 455km of highways; started construction of 364km of new highways, aiming to complete the target of 3,000km by the end of 2025. Discipline in public investment has been strengthened. Ministries, branches and localities regularly review, adjust and transfer capital between projects, ensuring efficiency, transparency and progress, making an important contribution to economic growth, macroeconomic stability and sustainable development...
