Joining the working delegation in Ho Chi Minh City were Mr. Nguyen Van Phu - General Secretary of VFF, Mr. Nguyen Hien Luong - Head of VFF Inspection Committee, Mr. Luu Quang Dien Bien - Head of VFF Grassroots Football, Training and Member Organization Department and representatives of VFF's functional departments.
On the local side, the meeting was attended by Mr. Nguyen Nam Nhan - Deputy Director of the Department of Culture and Sports of Ho Chi Minh City; Mr. Tran Anh Tu - President of HFF; Mr. Ngo Le Bang - Vice President of HFF; Mr. Ho Hong Thach - Vice President of Binh Duong Football Federation (former); Mr. Tran Dinh Huan - General Secretary of HFF; Mr. Do Van Toan - General Secretary of Binh Duong Football Federation (former); and representatives of professional departments and functional departments of HFF.
Ho Chi Minh City is in the top of the country in both amateur and professional football.
According to HFF's report, in the period 2024 - the first 9 months of 2025, the city's football activities continue to achieve impressive results in all 5 areas: top-level football, grassroots football, youth training, futsal and school football.
In top-level football, Ho Chi Minh City Club - one of the two representatives of Southern football in V-League 1 - despite using many young players, still achieved impressive results when ranking 4th overall in the 2023-2024 season. This is proof of the positive change in training and using the next generation, while affirming the spirit of dedication of Ho Chi Minh City football in the national professional football environment.

In women's football, the Ho Chi Minh City women's football team continues to affirm its leading position with 6 consecutive national championship seasons (2019 - 2024) and becomes the most successful women's club in Vietnam. The team also reached the semi-finals of the 2025 Asian Women's Club Championship, and contributed many excellent players to the national women's team such as Huynh Nhu, Chuong Thi Kieu, Tuyet Ngan, Thuy Trang.
In the futsal arena, Ho Chi Minh City clubs such as Thai Son Nam, Sahako, and Thai Son Bac continue to maintain their leading positions, regularly appearing in the group competing for the national championship. Thai Son Nam and Thai Son Nam and Thai Son Bac clubs both won the national championship in 2025.
In addition, the school football and community football movements are maintained strongly. The 2025 Ho Chi Minh City School Football Festival attracted 18,000 students from 262 primary schools to participate, with 602 teams in the qualifying round and 204 teams in the final round. The Federation also organized dozens of youth tournaments, student futsal, and talent tournaments for the age group of 11-15, and coordinated with the VFF and international organizations to successfully organize the 2025 Southeast Asian U.19 Women's Championship.
Ho Chi Minh City is also the only locality in the country that has a youth training cooperation program with Olympique Lyon Club (France) lasting nearly 10 years, training hundreds of potential players, many of whom have been called up to the national youth teams.
Expectations that Ho Chi Minh City football will develop even stronger after the merger
Regarding organizational work, after the policy of merging administrative boundaries, HFF has completed the merger with Binh Duong Football Federation and is awaiting instructions to conduct the 1st Congress under the new model. The personnel system and membership network have now expanded to 76 members, including professional clubs, futsal teams, community football centers and branches in districts.

Ho Chi Minh City football has the potential and resources to develop.
Speaking at the meeting, VFF President Tran Quoc Tuan acknowledged and highly appreciated the important contributions of Ho Chi Minh City football to the overall development of Vietnamese football, especially in the fields of women's football, futsal, school football and youth football. He emphasized that Ho Chi Minh City is a locality with good conditions, potential and facilities, and is also a major center of the country in terms of economy , culture and sports - therefore, it is necessary to promote this advantage to become one of the leading players of Vietnamese football.
The VFF President suggested that HFF should soon stabilize its organizational structure after the merger to ensure operational efficiency and resource utilization. At the same time, flexibly apply the orientations in the Vietnam Football Development Strategy to 2030, with a vision to 2045, to gain support and investment from state management agencies.
“VFF always cares about and accompanies member organizations, because the development of local football is the foundation for the sustainable development of Vietnamese football,” affirmed VFF President Tran Quoc Tuan.

On behalf of HFF, Mr. Tran Anh Tu thanked the VFF leaders for their visit and work, and affirmed that he would fully absorb the VFF's guidance and orientations to concretize them into practical activities. Mr. Tran Anh Tu said that the HFF Congress is expected to be held next November to perfect the apparatus and build a comprehensive development plan for the fields of elite football, grassroots football, futsal and women's football.
Representative of the state management agency, Mr. Nguyen Nam Nhan - Deputy Director of the Department of Culture and Sports of Ho Chi Minh City - emphasized: "The Department always accompanies and creates the most favorable conditions for Ho Chi Minh City football to develop, aiming to make the city become the leading flag in Vietnamese sports, responding to the expectations of fans".
