On October 16, at a regular press conference, in response to a reporter's question asking for Vietnam's response to the recent incident in the territorial waters of Thi Tu Island in the Truong Sa archipelago between a Chinese official ship and a Philippine official ship, Spokesperson of the Vietnamese Ministry of Foreign Affairs Pham Thu Hang emphasized:

Vietnam has full historical and legal basis to affirm its clear and unequivocal sovereignty over the Truong Sa archipelago, including Thi Tu island.

Regarding the incident that occurred in the territorial waters of Thi Tu, Vietnam is extremely concerned about the public information provided by the relevant parties. Vietnam requests that the relevant parties respect Vietnam's sovereignty over the Truong Sa archipelago, exercise restraint and act responsibly, respect international law, the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982) and relevant international regulations on maritime security and safety, including the Code for Preventing Collisions at Sea (COLREG) issued by the International Maritime Organization (IMO), creating a favorable atmosphere for negotiating an effective, substantive Code of Conduct in the East Sea (COC) in accordance with international law, including UNCLOS 1982, contributing to the maintenance of peace, stability, security and safety in the East Sea and in the region.
