On October 17, the Hanoi Party Committee held a press conference to announce the results of the 18th Hanoi City Congress, term 2025-2030.

Attending and chairing the press conference were: Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong; Deputy Secretary of the Hanoi Party Committee, Permanent Vice Chairman of the Hanoi People's Council Phung Thi Hong Ha; Deputy Secretary of the Hanoi Party Committee, Vice Chairman of the Hanoi People's Committee Nguyen Trong Dong; Member of the Standing Committee of the Hanoi Party Committee, Head of the Propaganda and Education Commission of the Hanoi Party Committee Nguyen Doan Toan; Member of the Standing Committee of the Hanoi Party Committee, Head of the Organization Commission of the Hanoi Party Committee Ha Minh Hai.

At the press conference, reporters from news agencies and newspapers asked many questions related to the implementation of the General Secretary 's direction at the opening session of the Congress; the outstanding results of the Congress; the important and outstanding goals, tasks and solutions stated in the Congress Resolution; the city's digital transformation and administrative reform work; shaping the capital's urban development space...

VNA reporters asked about the roadmap and solutions of the Hanoi Party Committee and localities to implement the General Secretary's direction at the Congress, including four problems that have existed for many years in the capital: traffic congestion; urban order, green, clean, beautiful, civilized, hygienic; environmental pollution, water pollution, air pollution; flooding in urban and suburban areas.

Responding to reporters' concerns, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that the Action Program to implement the Resolution of the 18th Hanoi Party Congress had proposed solutions to overcome the problems. The Political Report of the 18th Hanoi Party Congress also frankly pointed out that these were bottlenecks that had existed for many years.

Regarding transportation, the city has implemented many large infrastructure projects in a short time (bridge projects across the Red River and Duong River).

Along with that, the city implemented closed traffic infrastructure projects for Ring Roads 1, 2, 3.5, 2.5, 4 and started construction of Ring Road 5, reducing the load on Ring Road 3. Regarding public transport, the city improved the capacity of public passenger transport by bus and urban railway...

Regarding planning, Hanoi will concretize two plans for developing the capital according to a multi-polar, multi-center model, not concentrating urban functions in the inner city; developing satellite cities, focusing on developing the West (Hoa Lac) associated with the High-Tech Park and Hanoi National University, starting construction and putting into operation urban railway line No. 2 (Van Cao-Hoa Lac) to form a university and science and technology urban area.

At the same time, the city continues to relocate universities (student training) out of the inner city, the rest are research centers, postgraduate training and international cooperation. In addition, Hanoi will develop the North (Dong Anh, Me Linh, old Soc Son) with the core of the Smart City; develop Son Tay and Phu Xuyen urban areas linked to Ring Road 4 and the freight transit center in Ngoc Hoi.

Regarding environmental pollution, especially the issue of river revitalization, the city has a project and will continue to implement it, reviving inner-city rivers (To Lich, Lu, Set, Kim Nguu). In addition, Hanoi will coordinate with localities to solve the pollution of inter-provincial and city rivers (Day River, Nhue River...).

Regarding air pollution, the city has identified pollution sources and will have appropriate solutions for each source, coordinating with domestic and international experts to implement.

Regarding the outstanding results of the 18th Hanoi Congress, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said: The Congress has successfully completed 4 main tasks including: Review; Proposing directions; Action program; Contributing to the Documents of the 14th National Congress of the Party. In particular, the Documents of the 18th Hanoi Congress are assessed as innovative, concise, easy to understand, easy to do, highly actionable and correctly demonstrating the role, position and responsibility of the Capital.

According to the Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, the election of the Executive Committee and key positions achieved the highest results ever; the election results were concentrated. The delegation of delegates to the 14th National Congress of the Party was elected with a comprehensive structure including leaders, intellectuals, artists, ethnic minorities...

According to the Resolution of the 18th Hanoi Party Congress approved at the Congress, the goal by 2030 is that Hanoi will be a "Cultured-civilized-modern" capital, green and smart; a place where cultural quintessence converges, deeply integrated internationally, has high competitiveness, and a level of development on par with the capitals of developed countries in the region; is the center and driving force for the development of the Red River Delta and the Northern region, a growth pole with a leading role in the country's economy, with influence in the region; is a major economic and financial center; a leading center of culture, education and training, healthcare, science, technology and innovation; stable politics and society, a peaceful city, happy people.

By 2045, Hanoi Capital will be a globally connected city with a high standard of living and quality of life; comprehensive, unique and harmonious economic, cultural and social development, representing the whole country; with a development level on par with the capitals of developed countries in the region and the world. GRDP per capita will reach over 36,000 USD.../.
