At the invitation of National Assembly Chairman Tran Thanh Man , Hungarian National Assembly Chairman Kover Laszlo paid an official visit to Vietnam from October 18 to 22, 2025.
The visit takes place in the context of the two countries celebrating the 75th anniversary of the establishment of diplomatic relations in 2025 (February 3, 1950 - February 3, 2025) and follows the official visit to Vietnam by Hungarian President Sulyok Tamas and his wife at the end of May 2025.
Therefore, the visit not only demonstrates mutual respect but also affirms the determination of the two countries' senior leaders to continue to deepen the Vietnam-Hungary Comprehensive Partnership, bringing the relationship between the two countries into increasingly deep and effective levels.
75 years of trust and close relationship
Although Vietnam and Hungary are geographically far apart, the two countries have many things in common in terms of fighting spirit, overcoming all hardships of the war for national independence. The two countries officially established diplomatic relations on February 3, 1950.
In the cause of national liberation and nation building, the Hungarian State and people have given the Vietnamese people valuable support and assistance, both materially and spiritually.
In the movement "Vietnam, we are with you!", Hungary organized many blood donation and material donations to help the Vietnamese people as well as participated in the International Commission to monitor and control the implementation of the Paris Agreement on Vietnam.
Since the establishment of diplomatic relations, the two peoples have always stood side by side, supporting each other during the war years as well as in the process of nation building.
The friendship and cooperation between the two countries are increasingly good in many fields such as education and training, law and justice, culture, sports, and people-to-people exchange.
Hungary has always considered Vietnam an important partner in the Southeast Asian region. The two countries became Comprehensive Partners in September 2018.
In recent years, the political and diplomatic relations between the two countries have been increasingly deepened on the basis of mutual trust and understanding, creating a solid foundation to promote bilateral relations. Exchanges of delegations at all levels, especially high-level ones, have taken place through all channels of the Party, Government, National Assembly and localities.

On the Vietnamese side, the General Secretary, President, National Assembly Chairman, and Prime Minister have all visited Hungary, notably: President Truong Tan Sang (September 2013); National Assembly Chairwoman Nguyen Thi Kim Ngan (2017); General Secretary Nguyen Phu Trong (September 2018); Minister Bui Thanh Son and Hungarian Foreign Minister Peter Szijjarto met on the sidelines of the High-level General Debate of the United Nations General Assembly in New York, USA (September 2023); Prime Minister Pham Minh Chinh paid an official visit (January 2024); Minister of Construction Nguyen Thanh Nghi worked in Hungary (August 2024); Politburo member, Party Central Committee Secretary, Head of the Central Internal Affairs Commission Phan Dinh Trac (June 2025).
On the Hungarian side, since 2014, the President, the National Assembly Chairman, and the Prime Minister of Hungary have all visited Vietnam, notably: President Áder János (November 2014); National Assembly Chairman Kover Laszlo (November 2015); Prime Minister Viktor Orbán (September 2017); Permanent Vice President of the Hungarian National Assembly Márta Mátrai (January 2022); Hungarian Justice Minister Bence Tuzon visited and worked in Vietnam (November 2023); Hungarian President Sulyok Tamas paid an official visit to Vietnam (May 2025); Chairman of the Hungarian Socialist Party (MSZP) Komjáthi Imre visited and worked in Vietnam (June 2025).
The two countries currently have a meeting mechanism of the Vietnam-Hungary Joint Committee on Economic Cooperation, with the first meeting taking place in Budapest (December 2005). Up to now, there have been 9 meetings.
Trusting political relations between the two countries are the basic foundation for promoting other relationships, especially economic and trade.
Hungary has actively promoted the ratification of the Vietnam-EU Free Trade Agreement (EVFTA) and is the first EU member state to ratify the Investment Protection Agreement (EVIPA).
Hungary is one of Vietnam's potential markets in the Central Eastern Europe region and Vietnam is one of Hungary's most potential markets in Asia, as well as Hungary's leading trade partner in Southeast Asia.
Bilateral trade turnover increases steadily every year, reaching over 900 million USD in 2024, an increase of 7.3% compared to 2023; reaching 758.3 million USD in the first 9 months of 2025.
Hungary ranks 52nd out of 149 countries and territories investing directly in Vietnam with 21 projects, total registered capital of 50.66 million USD (as of May 2025).
Hungary is the country providing the most preferential credit to Vietnam in the Central Eastern Europe region, with 440 million Euros to implement a number of projects on electronic population management and clean water supply.

Cooperation in other traditional fields such as culture, education, sports, tourism, labor, science and technology, environmental resources, agriculture, water management... is always promoted by the two countries.
Hungary has helped train more than 4,000 doctors, masters, and engineers in Vietnam, many of whom have held and are holding important positions in Vietnam.
Hungary is currently the Central Eastern European country that offers the most scholarships to Vietnam, with 200 scholarships per year. In terms of labor cooperation, there are currently about 2,000 Vietnamese workers in Hungary.
The Vietnamese community in Hungary currently has about 6,000 people, well integrated and prestigious in the host country. The Vietnamese Association in Hungary always has many positive activities, towards the homeland, promoting Vietnamese culture and traditions.
At multilateral forums, the two countries cooperate closely and effectively and support each other at United Nations forums and within the framework of the Asia-Europe Meeting (ASEM)...
National Assembly cooperation is always enhanced.
Cooperation between the Vietnamese National Assembly and the Hungarian National Assembly in recent times has truly created a solid foundation for the traditional friendship and comprehensive partnership between the two countries.
The cooperation agreement, first signed in 2017 and re-signed in 2022, has created a legal framework and stable cooperation mechanism, helping the two sides promote the exchange of legislative experience, supervision, and decision-making on important national issues, thereby enhancing understanding and mutual trust between the legislative bodies of the two countries.

Cooperation between the two countries' National Assemblies plays an important bridging role in promoting and supervising the implementation of strategic cooperation goals between the two Governments, while creating a solid political and legal foundation for other areas of cooperation such as economics, trade, investment, education and training, science and technology and culture.
The two countries' National Assemblies have pledged to increase exchanges of high-level delegations and specialized committees, and step up coordination in organizing seminars and talks on legislation and public policy, thereby contributing to sharing experiences in the process of perfecting institutions, building a rule-of-law state and sustainable development.
The two sides are also implementing a mechanism for regular information exchange on legislative activities and bilateral and multilateral international treaties to which Vietnam and Hungary are both members, in order to coordinate effective monitoring of the implementation of international commitments, ensuring transparency and compatibility within the legal framework of each country.
In addition, close coordination at multilateral parliamentary forums such as the Inter-Parliamentary Union (IPU) or Asia-Europe regional forums also helps the two countries' National Assemblies express a common voice on many important international issues, while supporting each other at multilateral forums, thereby enhancing the position and image of both Vietnam and Hungary in the international arena.
Determined to deepen and make the Comprehensive Partnership more effective
Building on the good relations over the past 75 years, the official visit to Vietnam by Hungarian Parliament Speaker Kover Laszlo is of great significance.
The visit took place on the occasion of the two countries celebrating the 75th anniversary of the establishment of diplomatic relations (February 3, 1950 - February 3, 2025) and just 5 months after Hungarian President Sulyok Tamas' visit to Vietnam (May 2025).
According to Vietnamese Ambassador to Hungary Bui Le Thai, the regular exchange of delegations, including many high-level delegations and especially the two visits to Vietnam by both the President and the Speaker of the Hungarian National Assembly in the same year 2025, demonstrates Hungary's special regard for its relations with Vietnam, and reflects the high level of political trust between the two countries' senior leaders.

This is the clearest evidence showing that the traditional friendship and comprehensive partnership between the two countries is entering a new, more substantial and effective stage of development.
The visit is an opportunity for both sides to review the results of cooperation between Hungary and Vietnam in recent times, and discuss measures to promote comprehensive cooperation between the two countries, from politics-diplomacy, economics-trade, culture-education to science and technology, and especially in the field of parliamentary cooperation - an important pillar in the overall bilateral relationship.
During the visit, the two countries' National Assemblies are expected to have in-depth exchanges of experience in legislative activities, supervision and decision-making on important national issues, as well as enhance coordination at regional and international parliamentary forums, promote exchanges between specialized committees and the two friendship groups of parliamentarians.
The two sides will also evaluate the implementation results and monitor the implementation of signed cooperation agreements, including the cooperation agreement between the two National Assemblies to be re-signed in 2022, and agree on new cooperation orientations in line with development requirements in the current situation, as well as with the development priorities of Vietnam and Hungary in the coming time.
Sharing the same opinion with Vietnamese Ambassador to Hungary Bui Le Thai, Hungarian Ambassador to Vietnam Tibor Baloghdi assessed that the visit to Vietnam by Speaker of the Hungarian Parliament Kover Laszlo this time demonstrates the two countries' common commitment to continue to elevate bilateral relations through parliamentary diplomacy and enhance coordination between relevant agencies.
The Hungarian Parliament always attaches importance to promoting relations with the Vietnamese National Assembly - a solid pillar in political relations between the two countries.
With a solid foundation built over 75 years, the determination of the leaders of the two countries, and the support of the National Assembly, Government, businesses and people of the two countries, the Vietnam-Hungary Comprehensive Partnership will continue to develop strongly, substantially and effectively, bringing practical benefits to the people of the two countries, actively contributing to peace, cooperation and development in the region and the world./.
