Sharing with nearly 500 private enterprises at the forum, the head of the Government said he came to the event with the "3 together" mentality: sharing thoughts and visions; working together, enjoying together, winning together and developing together; sharing joy, happiness and pride.

Feeling the determination of the business community to develop, the Prime Minister believes that the ViPEL mechanism will be successful. The Prime Minister asked businesses and entrepreneurs to take three pioneering steps: first, pioneering in implementing the country's two 100-year strategic goals. Second, pioneering in the patriotic emulation movement, demonstrated by each business and each entrepreneur having a "weighed and measured" product each year. Finally, pioneering in implementing equality, fairness, social progress, and social security, leaving no one behind.
Along with that are 2 "strengths", including: growing beyond oneself, overcoming one's limits to develop faster and stronger; going straight into science and technology, innovation, going into green economic development, digital economy, creative economy, circular economy. Growing strong in the process of international integration to compete equally and fairly with businesses around the world; being ready to effectively participate in global value chains with the spirit of diversifying markets, products, supply chains...
The head of the Government also asked the business community to look far and wide, think deeply and do big things; reach out to the ocean, go deep into the earth, fly high into space. Businesses must grow strong, master and effectively exploit the sky, the ocean, and the earth. The Prime Minister gave the conference 20 words: "Constructive State - Pioneering Entrepreneurs - Public and Private Partnership - Strong Country - Happy People".

Don't "do it your own way"
Previously, sharing at the forum, Mr. Truong Gia Binh, Chairman of FPT Corporation, emphasized that Vietnam is facing "an unprecedented turning point in human history", when the geopolitical context is changing unpredictably and artificial intelligence (AI) technology is changing the whole world. "We are in the stage of rearranging the country. In the face of major changes, Vietnamese private enterprises need to adapt quickly, take strong action, and join hands to build the country," Mr. Binh said.
According to Mr. Truong Gia Binh, ViPEL is not just a dialogue program, but a continuous journey from today until the day the nation steps up to the stage of glory. He called on the business community and the public sector to "join hands, share the great dream of the country, work together, regardless of public or private, and be responsible to the Fatherland".
"The miracles that Vietnam has achieved all come from three words: dream together, work together and take responsibility together. If we go alone, our aspirations will be small. But when we share our aspirations, act together and take responsibility together, that will be the strength to create new miracles for the country," Mr. Binh shared. He also hopes that the Government will institutionalize the "public-private partnership in nation building" model, creating a mechanism for all economic sectors to accompany each other on the journey of national development. Every citizen and every enterprise has a place in the nation building process.
Ms. Pham Thi Ngoc Thuy, Director of Office IV, added that the idea of "3 together" - dreaming together, working together, taking responsibility together - is the consistent spirit that ViPEL is aiming for. "We want businesses to not only cooperate with the state, but also cooperate with each other, instead of playing the game of each person doing their own thing," Ms. Thuy said.
ViPEL is designed to be quick and ready for action from both businesses and localities. "The private sector wants to make real contributions, so that calculations and goals do not stop at aspirations but go into action," Ms. Thuy emphasized, and said that when the will of the leaders blends with the spirit of the people. When each business asks itself "what have we done to make the country more glorious", the most sustainable formula is for the whole people to build the country together.
Historic opportunity
Sharing from the perspective of the agriculture, forestry and fishery sector, Mr. Mai Huu Tin, Chairman of the Board of Directors of U&I Investment Joint Stock Company, said that this is a field with great room for development, but to make a breakthrough, it needs a substantial and constructive action mechanism like ViPEL, to unleash potential and optimize national competitive advantages.
However, according to Mr. Tin, the connection between enterprises and the state in the industry is still limited, and there is no long-term development strategy. Not to mention there are many policy barriers: slow tax refunds, difficulty in accessing credit, lack of brand support and export promotion. Most products are still exported raw or processed roughly, reducing added value and national brand.
To overcome this, Mr. Mai Huu Tin proposed implementing the ViPEL mechanism as a breakthrough solution, based on three pillars: creative policies, leading enterprises and accompanying state agencies. Accordingly, policies must be truly open, administrative procedures must be simple. Clearing land, credit, and taxes; at the same time encouraging innovation, promoting trade and building national brands. In particular, private enterprises must proactively take responsibility, not just expect policies.
Meanwhile, according to Mr. Vu Van Tien, Chairman of the Board of Directors of Geleximco Group, Vietnam's manufacturing industry is facing a historic opportunity, becoming a destination for the global supply chain with a wave of production shifts and advantages from new generation FTA agreements. However, opportunities always come with challenges, especially internal problems that need to be resolved.
"For decades, our manufacturing industry has received a lot of support and assistance from the state, but has not been able to make a breakthrough. The localization rate for automobiles is only 5-20%, machinery and equipment is 25-30%, most of the added value is still abroad," said Mr. Tien. In addition, the added value is low, depending on the FDI sector with more than 70% of export turnover. Domestic enterprises are limited in their capacity to connect and innovate, not to mention external pressures such as green standards, US tariff policies, etc. If these challenges are not resolved, they will miss the golden opportunity to make a breakthrough.
Proposing a solution to establish the Vietnam Auxiliary Manufacturers Alliance, according to Mr. Tien, the automobile or motorbike industry has dozens of successful satellite enterprises. For example, Taiwanese motorbikes have a system of accompanying auxiliary factories, providing equipment and components for assembly in Vietnam . Creating an ecosystem of supporting enterprises will help national corporations consider Vietnam as a stronghold.
Vietnam can become an Asian innovation hub
According to Ms. Nguyen Thi Phuong Thao, Chairwoman of the Board of Directors of Sovico Group, Vietnam is standing at the threshold of innovation, with the opportunity to participate deeply in the global value chain from design to packaging and testing. " Vietnam 's time has come if we dare to do it, dare to go fast. Vietnam can absolutely become the center of innovation in Asia," Ms. Thao said.
However, to turn opportunities into reality, Vietnam needs to overcome four major challenges. The first is infrastructure and data, when the payment system is still thin, data is scattered and not secure enough. The second is institutions and law, requiring an open, flexible legal framework, allowing for testing in a sandbox model. The third is human resources, requiring training of high-quality technology engineers and financial and management experts. And finally, capital, because innovation cannot go far without long-term capital flows and real support from the state, businesses and society.
According to Ms. Thao, the private sector needs to take the lead in public-private partnerships to create the future with the Government. "It is not only important to have the right policies, but also to have the right mindset: the mindset of working together and creating value together," Ms. Thao said. Vietnam needs to select leading enterprises in key areas such as artificial intelligence, semiconductors, and digital finance to share risks and seize investment opportunities together.
