By innovating leadership methods, Party congresses at all levels have promoted the pioneering and exemplary role of Party committees, improved the quality and effective use of staff, and ensured comprehensive leadership equal to the tasks.

The Party leads the State and society through Party organizations and Party members operating in the political system. The strength of each Party cell and each Party member is the strength of the Party. Party congresses at all levels are an opportunity to practice improving the Party's leadership and governing capacity, the fighting strength of grassroots Party organizations, associated with building and rectifying the Party in terms of politics, ideology, ethics, organization and cadres.

Proactive Party Committee, Close Staff

The leadership method of Party committees and Party organizations directly affects the way the political system operates. Preparing and organizing Party congresses at all levels for the 2025-2030 term in the context of implementing the lean revolution, reorganizing the political system's apparatus, and operating the 2-level local government model, Party committees at all levels have been very proactive and closely following reality to meet the requirements and progress of work.

According to Deputy Head of the Standing Committee of the Lai Chau Provincial Party Committee's Organization Committee, Sung A Nu, immediately after the Politburo's Directive No. 45-CT/TW, the Provincial Party Committee's Standing Committee assigned members to direct and guide commune-level Party Committees, and at the same time directed district and city Party Committees (before June 30, 2025) to establish working groups and preside over and coordinate the drafting of political reports for the congresses of newly established communes and wards. The Provincial Party Committee's Standing Committee has a plan to assign Party Committee Secretaries of newly established communes and wards and assign tasks for comrades to closely follow and update practices, ensuring the drafting of documents "anticipates" new trends, requirements and development spaces.

Secretary of the Thu Lum Commune Party Committee Nguyen Truong Giang; Standing Deputy Secretary of the Pa U Commune Party Committee Tran Viet Anh; Secretary of the Bum To Commune Party Committee Ly Cong Hau; Secretary of the Hua Bun Commune Party Committee Phan Van Coc participated from the beginning in preparing the draft documents for the commune party congresses, so in their stories with us, they all had practical knowledge, tasks, targets accurate to every odd number, and work plans that were closely related to each village and each party cell. These communes all have an area of over 300 ^km2 or more, are border areas, and the population is mainly of the La Hu, Ha Nhi, Dao ethnic groups... The concerns to reduce poverty for each household, narrow the income gap in each village, are the result of dedication, initiative, hard work, and diligence at the grassroots level right from when the new policy was still on paper.

On April 16, 2025, just 4 days after the Central Committee issued Resolution No. 60-NQ/TW, the Standing Committee of the Quang Ninh Provincial Party Committee decided to assign members to direct subordinate Party Committees to implement Resolution No. 60 in conjunction with developing and completing documents, personnel work and directing congresses of communes, wards and special zones. The Standing Committee of the Provincial Party Committee promptly issued instructions on developing personnel plans at the commune, ward and special zone levels, a temporary standard framework and orientations for arranging leadership and management positions when arranging the organizational structure of communes, wards and special zones, establishing a team to review personnel plans and organizational structure of communes, wards and special zones developed by the Standing Committees of the districts, towns and city Party Committees (old). By August 14, all Party Committees at the grassroots level and Party Committees of communes, wards and special zones successfully organized congresses, 17 days ahead of schedule as required by the Central Committee.

According to Deputy Secretary of the Party Committee of Quang Ninh Provincial Party Agencies Hoang Quang Hai, in the 2025-2030 term, all 54 Party Secretaries of communes, wards and special zones in Quang Ninh are not local people. Determining the requirement to innovate the leadership method of Party Committees when operating the 2-level local government model, the Provincial Party Standing Committee assigned and mobilized 1 member of the Standing Committee, 3 members of the Provincial Party Executive Committee to be Party Secretaries of communes, wards and special zones; rotated 14 cadres who are department-level leaders with more than 10 years of work left; of which 5 are young cadres under 42 years old, 11/14 comrades have been planned to be provincial Party Committee members, 5 cadres with science and technology qualifications to work in communes, wards and special zones. As soon as they were elected or appointed at the congress, the Party Committees of communes, wards, and special zones assigned tasks to the executive committee, standing committee, deputy secretaries, and secretaries in clear fields and areas of responsibility, in accordance with practical requirements, and made efforts to complete the 2025 goals and targets as soon as possible, leaving no gaps in time and responsibility.

Science, democracy, avoid formality

Surveying the reality in many localities, we recorded the opinions of many cadres and party members who highly appreciated the efforts to innovate leadership methods, improve leadership capacity and fighting strength of party organizations, specifically demonstrated in the preparation and implementation of party congresses at all levels. Some localities such as Ho Chi Minh City, Nghe An, Quang Tri, Dien Bien required party congresses at all levels not to organize art performances, not to receive congratulatory flowers, to practice thrift, avoid waste and formality, etc. Many party committees of communes, wards and special zones across the country have strongly applied digital transformation in organizing congresses.

According to Secretary of the Party Committee of Co To Special Zone (Quang Ninh Province) Le Ngoc Han, this is the first time that digital technologies, digital platforms, and digital solutions have been applied to all stages of the congress, from the virtual reception welcoming delegates to roll call using Face ID technology; to digitizing all documents on digital devices and continuously updating; using virtual assistants to support delegates in studying political reports that are intuitive, vivid, and easy to remember. The congress is an effort of the Party Committee in implementing Resolution No. 57-NQ/TW of the Politburo.

Party congresses at all levels decide on the development strategy and orientation of each locality for the 5-year term and long-term vision. Promoting democracy, focusing on scientific requirements and closeness to reality, the congresses of Party committees directly under the Central Committee, along with assigning delegates to prepare presentations on topics, have divided into groups to discuss, improve the quality of documents, clearly demonstrate collective intelligence, and at the same time affirm the creative capacity, qualifications and responsibilities of the delegates, expressing aspirations, determination to strive but not subjectively or voluntaristically.

The first Thai Nguyen Provincial Party Congress received 142 written reports, including 11 direct reports at the congress. In 7 groups, according to the topics, delegates presented their reports and discussed opinions, analyzed carefully, discussed in depth, focusing on solutions to implement targets and tasks. There were 103 opinions discussed in the groups. As a delegate attending the congress, Secretary of the Ba Be Commune Party Committee Hoang Minh Hien commented: The reports discussed in the groups have overcome the situation of general and non-specific opinions. In the group discussion, provincial agencies detailed the orientation and breakthrough solutions while the communes clearly stated the specific situation at the grassroots level, the difficulties and solutions to implement the resolution in the locality...

The first Khanh Hoa Provincial Party Congress devoted a whole day to discussions in 10 groups. Along with 42 written reports, delegates discussed in groups with 396 comments, of which 186 comments specifically participated in the contents of the documents submitted to the congress. According to comrade Lam Dong, Deputy Secretary of Khanh Hoa Provincial Party Committee, contributing to the draft Action Program, delegates proposed to focus on selecting key and focused implementation contents, dividing them into groups of projects, resolutions, projects, works and plans; clearly identifying resources, demarcating the authority to issue, presiding and coordinating agencies.

The delegations proposed to add 17 new projects and resolutions on infrastructure development, environmental protection, solving social issues, developing culture and education, building and rectifying the Party. President Ho Chi Minh emphasized: “We must truly expand democracy so that all Party members can express their opinions; we must gather Party members' opinions to help the Central Committee prepare well for the Party Congress”. The quality of the country's comprehensive development guidelines and strategies, as a leadership tool of the Party, requires that the discussion of draft documents be conducted on a scientific and democratic basis, ensuring that the orientations and resolutions correctly reflect objective laws, new trends of the times and the country's reality; are the crystallization of the Party's theoretical level and intellectual height, and at the same time the belief and aspiration of the entire nation, vividly demonstrating “the Party's will and the people's heart”.

The strong changes in innovation of leadership methods, improvement of leadership capacity and fighting strength of Party committees and organizations in the process of preparing and conducting Party congresses at all levels further affirm that the 14th National Party Congress is a special time to raise awareness, create social consensus, arouse the desire to contribute and determination to innovate, creating a turning point for the country's breakthrough development, for a peaceful, independent, democratic, prosperous, prosperous, civilized and happy Vietnam.
