Developing education, improving the quality of human resources in Phu Tho

The key to development

After the merger, Phu Tho province has a natural area of ​​over 9,360 km2, ranking 15th in the country, with a population of over 4 million people, ranking 11th compared to other provinces and cities in the country. Currently, the labor force working in the area is about 1.83 million people, an increase of 126 thousand people compared to 2021. This is an abundant labor supply, creating advantages for the development of industries and services, while ensuring human resources for the integration and digital transformation process.

The employment rate of people aged 15 and over in Phu Tho is more than 50% of the population, with about 575,000 workers working in nearly 23,260 enterprises. Of these, 31 state-owned enterprises employ nearly 9,000 workers, the rest are more than 23,000 foreign-invested enterprises and the private sector, employing more than 559,000 workers.

Clearly identifying the role and importance of human resource quality for the socio -economic development of the province, Phu Tho has promptly paid attention and issued many mechanisms and policies for human resource development.

As a result, the quality of human resources has clearly improved; the whole province has over 73.3% of workers trained and passed on vocational training, an increase of 4% compared to 2021; of which 34.6% have degrees, certificates, and certifications, an increase of 3.1%. Labor productivity reached about 212.2 million VND, an average increase of 5.8%/year. The labor structure has also shifted significantly: agriculture, forestry and fishery only account for 13.2%, industry accounts for 53% and services account for 33.8%.

In particular, thanks to the policy of attracting and creating a source of cadres from excellent graduates and young scientists to work in the province, the qualifications and capacity of the civil servants and public employees have been gradually improved. In 2020, the number of civil servants and public employees with doctoral, master's and university degrees was 69.8%, and by 2025, it had increased to 82.8%. The age of civil servants and public employees has been rejuvenated, ensuring quantity, quality and structure based on job positions and meeting task requirements.

With the rapid socio-economic development, the province is focusing on arranging and developing a network of vocational training facilities to improve the quality of human resource training towards international standards. As of July 2025, the province has 5 universities, of which 2 belong to the province and 3 belong to the central ministries and branches.

In addition, there are 43 vocational training institutions, including 20 colleges, 12 secondary schools and 11 vocational training centers. The annual training scale of universities reaches an average of 35,250 students; the vocational education system reaches about 64,700 students, of which college level training accounts for more than 39,000 people, secondary level training accounts for more than 10,000 people.

In 2024 alone, vocational training institutions enrolled more than 77,000 students; universities enrolled more than 12,000 students, of which nearly 740 were graduate students.

Not only taking advantage of the driving force from policies to do well in enrollment, educational institutions in Phu Tho province have also proactively improved the quality of training. Accordingly, schools have built and developed training programs according to levels; actively innovated programs, content, and training methods towards comprehensive development of moral qualities, professional working style, and capacity of learners; integrated knowledge and skills, especially practical skills and teamwork; at the same time, promoted the positivity, initiative, and creativity of learners in professional practice at schools and enterprises.

This is proof that the province's training system is large-scale and capable of supplying skilled labor for many fields.

Long-term vision

In addition to the achievements, Phu Tho’s human resource development journey has many barriers. One of the biggest challenges is that the policies to attract talent are not really attractive enough, leading to the local “brain drain” situation that still occurs. In addition, the quality of training in some fields has not caught up with the market’s requirements, especially in the context of constantly changing technology.

Lessons learned from the past period show that human resource development is not a short-term race but a long-term journey. To attract and retain talent, not only good remuneration policies are needed but also an open working environment must be created, encouraging innovation and creativity. At the same time, the connection between training institutions and businesses and labor users needs to be closer to ensure training quality meets the actual needs of the locality.

In that spirit, the Phu Tho Provincial Party Committee issued a Resolution on developing high-quality human resources, considering this a pillar to help the province develop rapidly and sustainably in the 2025-2030 period, with a vision to 2045.

Accordingly, the province's goal is to build a team of elite human resources with professional qualifications, vocational skills, foreign languages, digital technology and artificial intelligence, especially focusing on key industries.

By 2030, the province strives to standardize at least 70% of vocational and university training programs according to national and international standards; forming a team of 50,000 high-quality workers in key industries such as processing and manufacturing, digital technology, healthcare, tourism and green energy. At the same time, the province aims to train and develop 5,000 experts, engineers and technicians in artificial intelligence; 80% of the workforce is equipped with basic digital skills; 50% of graduates meet international foreign language standards.

In addition, Phu Tho will complete the human resource data infrastructure, deploy a digital job exchange using artificial intelligence, expected to reach more than 100,000 transactions per year. Human resource supply and demand forecasting will be conducted annually from 2026, to create a comprehensive database to serve policy making. The province also aims to reduce the urban unemployment rate to below 2.5%, increase the rate of workers with degrees and certificates to 75% by 2030, and create about 250,000 new jobs, of which over 50% are skilled jobs.
