Vice Chairman of the National Assembly Le Minh Hoan works with FPT Corporation

On the afternoon of October 17, in Hanoi, Central Party Committee member and Vice Chairman of the National Assembly Le Minh Hoan chaired a working session with FPT Corporation on the Artificial Intelligence Law project.

Vice Chairman of the Committee for Science, Technology and Environment Tran Van Khai said that the Law on Artificial Intelligence is being drafted by the Ministry of Science and Technology and is expected to be submitted to the National Assembly for consideration at the upcoming 10th Session, creating a legal basis for promoting research, development, application and management of artificial intelligence (AI) in a safe, responsible and humane manner. The meeting aims to consult and collect in-depth comments from experts and businesses operating in this field, contributing to improving the quality of the draft Law and ensuring that AI policies and laws are consistent with reality after the law is promulgated by the National Assembly.

Emphasizing the goal of the Law project to create a better development space for AI, Vice Chairman of the Committee Tran Van Khai hopes that FPT Corporation, with its professional and practical experience, will make recommendations and warnings about issues that need the State's attention in managing the AI ​​field, thereby contributing to perfecting the draft Law.

At the meeting, representatives of FPT Corporation's leadership briefly reported on FPT's AI research, development and application activities and contributed ideas to the draft Law on Artificial Intelligence.

General Director of FPT Smart Cloud Company Limited, FPT Group Le Hong Viet said that the draft Law converges many progressive regulations, creating a favorable legal corridor to promote innovation such as: policies on infrastructure, according to which the State plans, makes key investments and mobilizes social resources to develop infrastructure for AI; policies on national databases, in which the State builds and opens up access to databases for businesses; market development policies, prioritizing public procurement of domestic AI products and services; preferential policies on finance and credit for AI; policies to support small and medium-sized enterprises and leading enterprises in the field of AI; policies on human resource training; providing a national AI ethics framework to promote humanity, proactiveness, and safety in research, development, application, and governance of AI.

The representative of FPT Group also proposed that the draft Law should focus on measures to support AI development and limit management contents for the AI ​​field to create conditions for Vietnam to develop in this field. Accordingly, regarding AI management, the representative of FPT Group recommended that only some basic management principles should be included, the procedure of classifying AI according to risk level and in-depth management contents should be removed; a post-inspection mechanism should be applied instead of pre-inspection; additional provisions on exemption from liability for suppliers and deployers should be added; labeling should not be required but labeling should be encouraged for AI systems.

Regarding policies to promote AI development, FPT Group representative proposed that the State should prioritize sharing common data with Vietnamese enterprises; and introduce preferential policies on taxes and clean energy prices for AI enterprises.

Speaking at the meeting, Vice Chairman of the National Assembly Le Minh Hoan highly appreciated the practical contributions of FPT Corporation to the draft Law; at the same time, he emphasized that the draft Law needs to create and open up for private enterprises to develop in the field of AI, contributing to creating momentum to promote socio-economic development for the country. The Vice Chairman of the National Assembly also stated that technology application and digital transformation are identified as key factors to create development breakthroughs in the coming time. Digital transformation is not only a technological transformation but also a transformation of thinking in the management and administration of the country. For that reason, the draft Law on Artificial Intelligence needs to have an innovative approach to create development.

The Vice Chairman of the National Assembly requested that the drafting agency and the reviewing agency seriously listen to and absorb multi-dimensional comments on the draft Law, ensuring that the draft Law is of good quality, consistent with reality and achieves the set goal of facilitating the growth of enterprises in the AI ​​field; promoting the popularization of AI in socio-economic life, contributing to improving productivity and efficiency of labor and production.

The Vice Chairman of the National Assembly hopes that FPT Corporation will continue to promote its strengths and pioneer in core areas of operation including technology - telecommunications - education; train high-quality human resources in the field of AI for the country; promote research and development of AI products with high applicability in all aspects of life and production activities such as agriculture, healthcare, education, environment, etc.
