Parents confused about the "extracurricular activities" document of the Ward People's Committee

(Dan Tri) - Parents in Phu Ly ward, Ninh Binh province were concerned when the ward issued a document introducing only one company to schools to organize extracurricular activities.

According to the feedback of some parents of schools located in Phu Ly ward, Ninh Binh province, on October 3, Phu Ly ward People's Committee issued Document No. 717/UBND-VHXH, on coordinating the organization of extracurricular activities in educational institutions.

It is worth mentioning that in this document, the ward only introduces one unit to the school area, which is Wondertour Ha Nam Company Limited (Wondertour Company). Meanwhile, in Ninh Binh province, there are other licensed units but they are not mentioned.

Ms. Le Thi Huyen, a parent of a student studying in Phu Ly ward, wondered: "For what reason did Phu Ly ward write a document specifically introducing Wondertour company to coordinate with schools. This causes schools, parents, and students to lose other options."

Many other parents also raised questions and said that this could affect their choice of price and quality from other companies and businesses.

Regarding the above incident, Ms. Nguyen Thi Mai Nga, Vice Chairman of the People's Committee of Phu Ly Ward, Ninh Binh Province confirmed that the People's Committee of the Ward had issued Document No. 717 and this document was issued in accordance with regulations.

According to Ms. Nga, the Ward People's Committee based on the document of the Department of Education and Training (DoET) of Ninh Binh province on coordinating the organization of extracurricular activities in educational institutions and based on document No. 08/CV-WDT dated September 17 of Wondertour company.

“In addition to basing on the document of the Department of Education, when Wondertour company sends a document to the ward, the ward will decide to issue the above document. If any other company has received permission from the Department of Education and Training of the province, and sends a document to the ward, the ward will still issue a similar document. The People's Committee of Phu Ly ward also sends this document to the Department of Education and Training of the province for reporting,” Ms. Nga affirmed.

Ms. Nga also said that the ward's document clearly stated that "The organization must ensure the following principles: students participate voluntarily; have the consent of parents; have the coordination and unity of the school; and at the same time fully comply with current legal regulations"...

Responding to many parents' concerns that the issuance of document No. 717 by the Ward People's Committee would cause misunderstandings that schools could only cooperate with Wondertour Company, the Vice Chairman of Phu Ly Ward People's Committee affirmed that a general document would be issued for all programs such as life skills education, after-school experiential activities, etc., and that schools and parents could choose the most qualified company.

“We did not issue this document to designate or assign Wondertour company to schools to sign contracts. Here, we still have to ensure the principle of voluntary spirit and the consent of the students’ parents. I myself did not give any extraneous instructions, I only issued this document on the system,” Ms. Nga said.

On October 15, the People's Committee of Phu Ly Ward issued Document No. 849 to kindergartens, primary schools, and secondary schools in the ward on "School safety education - injury prevention" and organizing extracurricular activities.

This document clearly states that schools proactively research and select units and businesses that have sufficient capacity and are approved by the Department of Education and Training of Ninh Binh province to coordinate in organizing extracurricular activities and school safety education programs.

Get opinions from parents, ensure voluntary and consensus when students participate. Develop a specific activity plan, consistent with the school's education plan; submit to the Ward People's Committee (through the Ward Culture - Social Affairs Department) for review and approval before implementation.
