Parents are "upset" about the 200,000 VND collection, the principal said it was only voluntary.

(NLDO) - The "facility support" of 200,000 VND has made many parents in Quang Tri worried. The school said it was only voluntary and parents could pay as they wished.

Thuan Duc Primary and Secondary School

Many parents of Thuan Duc Primary and Secondary School in Dong Son Ward ( Quang Tri ) reported on the fees collected at the beginning of the 2025-2026 school year, saying that some contents were unclear, especially the "facilities support" item.

At the parent-teacher meeting at the beginning of the year, homeroom teachers of some classes announced the following fees: bicycle parking fee of 11,000 VND/month (44,000 VND/4 months), electric car parking fee of 22,000 VND/month (88,000 VND/4 months); security fee of 10,000 VND/month (40,000 VND/4 months); cleaning fee of 10,000 VND/month (40,000 VND/4 months)...

In addition, the material support of 200,000 VND/student raised questions from many parents, who believe that this is a revenue that needs to be clarified.

Some parents cite the regulations in Circular 55/2011/TT-BGDDT, which clearly states that the Parents' Association is not allowed to collect or solicit contributions for things like facilities, hygiene, school security, etc.

"If this is a mandatory fee, it will not be in accordance with regulations; but if it is voluntary, it needs to be clearly disclosed," said a parent.

Tuition fees at Thuan Duc Primary and Secondary School make many parents worried

Mr. Pham Hung - Principal of Thuan Duc Primary and Secondary School - said that the above revenues were built according to the instructions of the Department of Education and Training of Quang Tri province and were approved in writing by the People's Committee of Dong Son ward.

According to Mr. Hung, parking, cleaning, and security fees are services directly serving students, collected according to agreement and made public with parents. The "facility support" fee is a voluntary fundraiser, in accordance with the regulations in Circular 16/2018/TT-BGDDT.

"The school does not set a limit of 200,000 VND/student. Parents can contribute according to their ability, a lot, a little or none at all. Everything is voluntary," said Mr. Hung.

According to the approved plan, the primary school level is expected to mobilize about 46.4 million VND, and the secondary school level about 64.8 million VND for minor repairs and additions to facilities for teaching and learning.

Meanwhile, Mr. Doan Hong Quan - Chairman of Dong Son Ward People's Committee - said that he had received information from parents and directed to check all the contents of the fees. If any fees are found to be not in accordance with regulations or not ensuring voluntary payment, the locality will request the school to make corrections.
