This morning (October 5), immediately after receiving feedback from the people, some officers of the Economic - Infrastructure and Urban Department of Cam Duong ward were present at the residential group 12 Nam Cuong, Cam Duong ward to check the location at risk of landslides.
In the residential area of Group 12 Nam Cuong, 1 year ago, the circulation of storm No. 3 in 2024 caused serious landslides, 23 households had to evacuate to avoid possible unfortunate consequences. However, recently, after storm No. 10, behind the houses of some other households along the road, cracks appeared on the ground and walls, making people very insecure.




Mr. Hoang Nguyen - a resident of residential group 12 Nam Cuong said: We are very worried when we see that after recent heavy rains, the concrete embankment system behind the house shows signs of being washed away, causing the ground behind my house and some other households to crack and be pushed up. When the officers of Cam Duong ward and residential group came to visit, encourage, inspect, and propose solutions, the people have prepared plans to move people and property away from areas at risk of landslides to ensure safety.
Not only in residential group 12 Nam Cuong, before storm No. 11 made landfall in our country, on the morning of October 5, Cam Duong Ward People's Committee directed forces to urgently conduct inspections and reviews of areas at risk of landslides and flooding to have response plans.



At the Goc Hong residential area, belonging to residential group 17 Nam Cuong, the ward police force, the local police force together with the head of the residential group directly inspected the area at the foot of the Apatite mine's tailings dump that had just collapsed, blocking the only road to the residential area with 12 households living there. With the forecast of heavy rains due to the impact of storm No. 11, the risk of landslides is very high, the forces discussed a plan to propagate and mobilize households in the area at risk of landslides to regularly monitor weather developments, and when there is heavy rain, they need to immediately evacuate to a safe shelter.
Mr. Bui Van Nam - Head of residential group 17 Nam Cuong said: During the rainy and stormy season last year, we mobilized people to move out of this area for 2 months to avoid the risk of landslides. Currently, in the face of the complicated situation of rainy and stormy weather, the residential group together with the local police have visited each household to propagate and mobilize people to evacuate their homes to safe shelters such as cultural houses or relatives' houses when it rains heavily, so as not to let the rain seep into the ground and cause landslides, making it impossible to escape in time.
In some other residential areas in Cam Duong ward, the response to storm No. 11 is also being urgently deployed. Mr. Nguyen Kim Minh - Head of residential group No. 1 Bac Lenh and Head of the grassroots security and order protection team said: In recent days, when storm No. 10 caused heavy rain, some households in residential group No. 1 Bac Lenh had their houses washed away by soil and mud. With the motto "4 on-site", we have mobilized cadres, party members and other forces to support people in overcoming the consequences of natural disasters. We also contacted Bac Lenh Primary and Secondary School to arrange temporary accommodation for people who had to move due to storms. In particular, we arranged on-site forces, mobilized all cadres, party members and people to be ready to help families at risk of landslides, ensuring safety of people and property.



From July 2025, the new Cam Duong ward was established on the basis of merging the original status of 7 administrative units of the old Lao Cai city. According to the recent review results of the People's Committee of Cam Duong ward, there are 24 points at risk of flooding and 17 points at risk of landslides in the area.
To ensure the safety of people's lives and limit damage to people's and State's property, on October 4, 2025, the Chairman of Cam Duong Ward People's Committee issued a document requesting members of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue; Heads of departments, offices, and organizations; Party cell secretaries; heads of residential groups; agencies, units, and enterprises in the ward to urgently carry out tasks and solutions to focus on responding to storm No. 11 and floods, landslides, and rockslides.
Lieutenant Colonel Nguyen Thanh Phuc, Chief of Police, Deputy Head of the Command Board for Natural Disaster Prevention, Control and Search and Rescue of Cam Duong Ward said: Before the forecast of storm No. 11, we implemented the "4 on-site" principle, commanding the focal points to the leaders of the Ward People's Committee to grasp information and distribute forces to promptly respond to the storm. Regarding vehicles, the forces are ready with equipment such as motorbikes, cars, life jackets, lifebuoys, flashlights, warning ropes, and danger signs to promptly handle any situations that arise.
Regarding the force, the Ward People's Committee mobilized all forces to participate; established 7 rapid response teams in 7 old communes and wards; publicly announced the phone numbers of the Ward Police Chief, Deputy Ward Police Chief, and rapid response teams for people to contact when necessary. A logistical plan was prepared for cultural houses for people to evacuate when landslides occurred. Equipment, food, and medicine were also planned to respond to storms.
Cam Duong Ward Police have directed all officers to go down to the residential area, coordinate with the local security force, when a complicated situation occurs, it is necessary to immediately notify by phone and on the established zalo group, mobilize forces to handle on the spot. The monitoring of the area is carried out 24/7, ensuring that no area is missed, promptly grasping information and mobilizing forces to handle.
Disaster prevention is a shared responsibility. With a locality with its own characteristics like Cam Duong ward, understanding and implementing the “4 on-site” motto will help minimize damage, respond promptly and recover quickly after storms and floods.
