Managing school budget and public assets is the principal's 'internal' responsibility.

GD&TĐ - From October 9-10, in Tuy Hoa ward, the Department of Education and Training of Dak Lak organized a training course to improve the effectiveness of management and use of budget, finance and public assets.

Attending were 249 leaders and accountants of units under the Department of Education and Training of Dak Lak .

According to Director of the Department of Education and Training of Dak Lak Le Thi Thanh Xuan, the training course helps accountants, heads of units and schools update new documents on financial management, public assets, and prevent violations. At the same time, units share and learn from each other's experiences, helping to effectively carry out assigned tasks.

"The training course aims to raise awareness and responsibility in complying with the law on financial management and public assets. The class cannot provide all the documents and implementation procedures; it cannot replace teachers and cannot be the "armor" to protect them. This is a personal task; teachers must regularly update the documents, self-study, and research knowledge, skills, and expertise," Ms. Xuan requested.

Sharing more with school principals and accountants, Ms. Xuan clearly stated that in schools there are two important management tasks: expertise and finance.

"In terms of professional management, we are trained to be teachers and carry out the mission of cultivating people, so it is easy to carry out this task. But with financial and asset management, the content is very difficult. Most principals are equipped with knowledge through training courses and self-study, so they depend heavily on the consulting work of the school accounting team. This is also a limitation, often leading to errors, especially when implementing a 2-level government with many new documents. If not updated, it is very easy to violate," Ms. Xuan noted.

At the training course, Dr. Huynh Huu Tho - Senior Auditor, Deputy Director of the Legal Department (State Audit) directly discussed and guided 2 topics: New points of the State Budget Law No. 89/2025/QH15; Some important new points of Decree 111/2025/ND-CP dated May 22, 2025 amending Decree 60/2021/ND-CP regulating the financial autonomy mechanism of public service units.

Dr. Nguyen Thi My - Institute of Accounting and Auditing (National Economics University) guided 2 topics: Some important new points of Decree 50/2025/ND-CP dated February 28, 2025 guiding a number of articles of the Law on management and use of public assets; New points of the Bidding Law 90/2025/QH15 and improving the capacity of management and organization of contractor selection.
