Quang Ngai adjusts public investment capital for projects that cannot be disbursed.

The project of sand protection, wave reduction and dredging to clear the channel to the storm shelter anchorage area of Sa Huynh fishing port has had its capital adjusted.

The 13th Quang Ngai Provincial People's Council, term 2021-2026, approved the adjustment of the medium-term public investment plan for the 2021-2025 period and the 2025 capital plan from the local budget.

According to Director of Quang Ngai Department of Finance Pham Xuan Due, after reviewing the needs of investors, the implementation and disbursement capacity of the projects, the Provincial People's Committee submitted to the Quang Ngai Provincial People's Council a proposal to adjust the medium-term plan of two projects by 73.9 billion VND, including: Sand-blocking dyke, wave reduction and dredging to clear the channel to the storm shelter anchorage area of Sa Huynh fishing port (20 billion VND) and Investment in repairing, renovating, upgrading and constructing facilities and purchasing medical equipment of the health sector (53.9 billion VND).

In particular, the Sand-blocking, wave-reducing and dredging project to clear the channel to the storm-sheltering area of Sa Huynh fishing port is adjusting investment procedures, so it is not possible to disburse all the allocated capital plan. Up to now, only 13.9% of the 2025 capital plan of 100 billion VND has been disbursed. Therefore, the Provincial People's Committee proposed to cut the medium-term plan and the 2025 plan of the project to arrange for projects in need.

Proceed to supplement the list and assign the medium-term public investment plan for the period 2021-2025 for the project of creating clean land to serve the construction of barracks for units under the Mobile Police Command at 73.9 billion VND.

According to the People's Committee of Quang Ngai province, in the process of implementing the medium-term public investment plan, there are necessary investment tasks for defense and security purposes, so it is necessary to submit to the competent authority for consideration and supplementation and assign the province's medium-term public investment plan to the project of creating clean land to serve the construction of barracks for units under the Mobile Police Command.

Currently, the medium-term public investment plan has been fully allocated for tasks and projects, so to supplement the above-mentioned project, it is necessary to make adjustments to reduce the medium-term plan of projects that are not in need.

In addition, the 2025 capital plan of two projects has been adjusted down by 62 billion VND, including: Sand protection dyke, wave reduction and dredging to clear the channel to the storm shelter anchorage area of Sa Huynh fishing port (22 billion VND) and the system for collecting and treating rainwater and wastewater of Quang Ngai city in the southern basin of the downstream of Tra Khuc river (40 billion VND).

Based on the proposed reduction of 62 billion VND, the Provincial People's Committee submitted to the Quang Ngai Provincial People's Council to allocate 42 billion VND to start two new qualified projects, including: Repairing and expanding the irrigation canal of Tuyen Tung reservoir (2 billion VND) and Building infrastructure for resettlement areas and grave reburial areas to serve projects in Binh Thanh Industrial, Service and Urban Zone (40 billion VND).

At the same time, 20 billion VND will be transferred to the unallocated capital (central basic construction source). This capital is expected to be allocated to the project of creating clean land to serve the construction of barracks for units under the Mobile Police Command.

Along with that, nearly 4.5 billion VND is arranged to settle completed projects for 6 projects that have had settlement approval decisions, enough capital plan of nearly 23 billion VND in 2025 assigned by the province to the task of arranging settlement of completed projects.

Quang Ngai Provincial People's Council has approved the draft Resolution, creating an important legal basis for Quang Ngai Provincial People's Committee to implement.
