Quang Ninh explains why it did not support the salvage of tourist boats sunk by storm No. 3

At the conference on the afternoon of November 26, Mr. Le Van Anh, Vice Chairman of the People's Council of Quang Ninh province, explained why the owners of the tourist boats that sank due to storm No. 3 were not supported with money for salvage.

On the afternoon of November 26, at the regular press conference organized by the Propaganda Department of the Quang Ninh Provincial Party Committee, Mr. Le Van Anh, Vice Chairman of the Quang Ninh Provincial People's Council, explained the reason why the owners of the tourist boats that sank due to storm No. 3 were not supported with money for salvage.

Vice Chairman of the People's Council of Quang Ninh province Le Van Anh shared information at the conference organized by the Propaganda Department of the Quang Ninh Provincial Party Committee on the afternoon of November 26.

Mr. Anh said that the budget for Quang Ninh province to support people and businesses affected by storm No. 3 is 1,180 billion VND. Up to now, Quang Ninh has only spent 141.3 billion VND. Of which, 72 billion VND is for tuition support, 38.5 billion VND for social assistance, 30.7 billion VND for households with housing difficulties, etc.

"Although the provincial authorities have discussed and studied many mechanisms to support cruise ship owners who suffered damage due to storm No. 3, they cannot support these cases. Because the law does not allow support for organizations, and many cruise ship owners have purchased insurance," Mr. Anh emphasized.

Along with that, the Vice Chairman of the People's Council of Quang Ninh province also discussed and clarified some information related to the difficulties and obstacles in supporting people who lost their homes and suffered damage to their planted forests due to storm No. 3...

It is known that storm No. 3 has sunk 269 ships in Quang Ninh. Among them are 116 fishing boats, 126 cargo ships, 27 tourist boats and other ships.

At the 21st session held on September 23, the People's Council of Quang Ninh province passed a resolution on supporting ship owners who sank in storm No. 3.

The beneficiaries are organizations and individuals with vessels and boats registered in Quang Ninh province and are maintaining stable and regular production activities serving exploitation, aquaculture and logistics services for fisheries at sea and along the coast of Quang Ninh province until the time of storm No. 3 that sank in the locality.

There are two levels of support, including support for the cost of salvaging vehicles with a length of 12m or more at 50,000,000 VND/vehicle; support of 15 million VND for ships and boats with a length of 6m to less than 12m...

Also related to supporting people to overcome the consequences and restore production after storm No. 3, the leader of the Social Policy Bank of Quang Ninh province informed: Immediately after storm Yagi caused huge damage to the locality, the unit promptly coordinated to review affected subjects in need of loans, focusing on capital sources to promptly disburse to 9,014 customers with loans of 725 billion VND to overcome the consequences and restore production.

Borrowers suffered heavy losses mainly in the fields of aquaculture and forestry in Ha Long City, Quang Yen Town, Van Don District, Ba Che District, etc.

Along with that, the Quang Ninh Province Social Policy Bank has reviewed and coordinated to complete loan documents to promptly disburse capital to people for production; it is expected to disburse capital to restore production and business after the storm by the end of the year, with a total amount of about 850 billion VND.

At the same time, the Quang Ninh Provincial Bank for Social Policies has not yet collected interest on loans of VND 51.2 billion from 87,854 customers affected by storm No. 3 and post-storm floods; adjusted the repayment period to the next period for 40,734 customers with an amount of VND 345 billion; extended the debt repayment period committed in the credit contract for 245 customers with an amount of VND 10.5 billion.

Currently, the Quang Ninh Provincial Bank for Social Policies is also coordinating to conduct detailed assessments, complete reporting documents, and submit them to competent authorities for consideration and debt relief for 361 loans with a principal amount of VND 25.8 billion.
