Quang Ninh strives to become a centrally-run city before 2030

(Dan Tri) - After 3 working days, on the morning of September 27, the 16th Quang Ninh Provincial Party Congress closed, passing a Resolution with the goal of turning the province into a centrally-run city before 2030.

The Congress agreed on the general goals for the 2025-2030 period: to build a clean and strong Party and political system; develop the economy and society rapidly and sustainably; and take science and technology, innovation, digital transformation and green transformation as the main driving force.

The province aims to become a large regional and international urban area by 2045, an important economic locomotive of the country. Quang Ninh strives for comprehensive development, improving people's lives, ensuring national defense and security, and expanding foreign relations.

Regarding Party building, every year over 90% of grassroots organizations and Party members are classified as having completed their tasks well or better. The rate of new Party members admitted each year reaches 3-3.5% of the total number of Party members.

In the economic sector, the average GRDP in the 2026-2030 period will increase by 12% per year, the average GRDP per capita will reach 20,000 USD, the digital economy will account for 30% of GRDP. The province strives to establish 2,000 new enterprises each year, the private sector will contribute 40-45% of GRDP, and the urbanization rate will be over 75%.

In terms of society, the rate of trained workers is over 90%, of which 48% have degrees and certificates. The province sets a target of unemployment rate below 2%, average life expectancy over 76 years, 100% of the population participating in health insurance, and no more poor households according to multidimensional poverty standards.

In the environmental field, the urban population with access to clean water is over 99%, and rural population over 85%. Forest coverage is over 50%, and 100% of industrial parks and clusters have standard wastewater treatment systems.

The Congress also identified 5 key tasks and 3 breakthroughs. In particular, Quang Ninh focuses on developing high-quality human resources, attracting talents, perfecting modern economic and social infrastructure, promoting science and technology, digital transformation, green economy and developing Van Don special economic zone and Mong Cai smart border gate.

In addition, the Congress Resolution also sets out four groups of regular tasks and major solutions to concretize development goals in the new term.
